2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Dr. Penelope Tippy |
4 | | for receiving the 2012 Rural Physician of Excellence Award from |
5 | | the Illinois Rural Health Association; and
|
6 | | WHEREAS, One of the biggest healthcare challenges across |
7 | | our nation is the shortage of physicians who practice in rural |
8 | | settings; and
|
9 | | WHEREAS, Dr. Tippy earned her medical degree from the |
10 | | University of Illinois School of Medicine in 1974 and completed |
11 | | her residency at Wilson Memorial Hospital in New York; and
|
12 | | WHEREAS, Dr. Tippy became board certified in family |
13 | | practice medicine; and
|
14 | | WHEREAS, Dr. Tippy returned to her hometown of West |
15 | | Frankfort to practice and eventually became the Medical |
16 | | Director at the SIU Family Practice Centers in Carbondale, |
17 | | Sesser, and West Frankfort; and |
18 | | WHEREAS, In 1982, Dr. Tippy joined the faculty at the SIU |
19 | | School of Medicine; and

1 | | WHEREAS, In 1984, Dr. Tippy was named the director of the |
2 | | SIU Family Practice Residency Program, where she went on to |
3 | | establish a specialized rural residency program to insure that |
4 | | residents were introduced to the challenges and rewards of |
5 | | practicing with rural populations; and
|
6 | | WHEREAS, Dr. Tippy serves as the Medical Director for |
7 | | Physician Assistant Programs for SIU, as well as St. Louis |
8 | | University; and |
9 | | WHEREAS, Dr. Tippy serves as an advisor on the SIU's Center |
10 | | for Rural Health and Social Service Development Advisory Board; |
11 | | and
|
12 | | WHEREAS, Dr. Tippy worked to secure funds to establish the |
13 | | SIU School of Medicine's Care-A-Van, which travels to area high |
14 | | schools to provide mobile health care to teenagers; and
|
15 | | WHEREAS, Dr. Tippy has made a huge impact on improving |
16 | | access to health care for rural residents in Southern Illinois |
17 | | through all the physicians and physician assistants that she |
18 | | has trained that remained in the area to practice locally; |
19 | | therefore, be it
