2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Richard L. Jaehne | ||||||
4 | on the occasion of his retirement as director of the Illinois | ||||||
5 | Fire Service Institute; and
| ||||||
6 | WHEREAS, Richard Jaehne earned his bachelor's degree from | ||||||
7 | the University of Utah in 1968 and his master's degree in | ||||||
8 | systems management from the University of Southern California | ||||||
9 | in 1979; he has participated in numerous military professional | ||||||
10 | education resident courses, including the Department of the | ||||||
11 | Navy Total's Quality Leadership Course in 1993 and programs at | ||||||
12 | the Marine Corps Command and Staff College in 1983 and the Air | ||||||
13 | War College in 1987, and is certified as a Type 3 FEMA Incident | ||||||
14 | Management Team member; and | ||||||
15 | WHEREAS, After college, Richard Jaehne was commissioned as | ||||||
16 | a Second Lieutenant in the United States Marine Corps; he | ||||||
17 | steadily rose through the ranks, eventually attaining the rank | ||||||
18 | of Colonel; he served in numerous locations throughout the | ||||||
19 | world during his tenure, including Vietnam, the Far East, Latin | ||||||
20 | America, the Middle East, Europe, and Washington, D.C.; he also | ||||||
21 | served as the Commandant of the NATO School in Oberammergau, | ||||||
22 | Germany and as Director of the Operations Department at the | ||||||
23 | United States Marine Corps Headquarters in Washington, D.C.; |

1 | after more than 29 years of active service around the world, he | ||||||
2 | retired from the United States Marine Corps on September 30, | ||||||
3 | 1997; and | ||||||
4 | WHEREAS, Richard Jaehne was awarded the Navy Cross in | ||||||
5 | recognition of his actions while serving as a platoon leader | ||||||
6 | with Company K, Third Battalion, Seventh Marine Regiment of the | ||||||
7 | First Marine Division in connection with combat operations | ||||||
8 | against the enemy in the Republic of Vietnam on August 28, | ||||||
9 | 1969; he was also the recipient of 3 Defense Superior Service | ||||||
10 | Medals, the Legion of Merit, the Bronze Star with Combat "V", | ||||||
11 | the Purple Heart, the Meritorious Service Medal, 2 Combat | ||||||
12 | Action Ribbons, the German Honor Cross in Silver, and the | ||||||
13 | Vietnamese Cross of Gallantry with Silver Star; and | ||||||
14 | WHEREAS, Richard Jaehne served as the director of the | ||||||
15 | Illinois Fire Service Institute, the statutory Illinois State | ||||||
16 | Fire Academy; as the institute's director, he led an | ||||||
17 | inter-agency team that develops and delivers unified command | ||||||
18 | training programs that meet National Incident Management | ||||||
19 | System standards to first responders, local and elected | ||||||
20 | officials, and the United States Postal Service; he also | ||||||
21 | supervised the initiation of more than 600,000 student hours of | ||||||
22 | training to over 55,000 firefighters and other first responders | ||||||
23 | every year; and |

1 | WHEREAS, Richard Jaehne is a member of the Illinois | ||||||
2 | Governor's Terrorism Task Force and a Co-Chair of the task | ||||||
3 | force's Training Committee; he was also a member of the | ||||||
4 | Governor's Blue Ribbon Fire Service Committee and the | ||||||
5 | Governor's Fire Advisory Commission, a past-Vice President of | ||||||
6 | the North American Fire Training Directors, and a member of the | ||||||
7 | FEMA Region V Regional Advisory Council; and | ||||||
8 | WHEREAS, Richard Jaehne has written numerous publications, | ||||||
9 | including "NATO School Vision 2000", which was presented to the | ||||||
10 | Supreme Allied Commander, Allied Powers Europe, and "Traumatic | ||||||
11 | Stress, A Personal View From Combat", as well as numerous | ||||||
12 | articles for professional journals and hundreds of speeches of | ||||||
13 | note to crisis management and security forums throughout the | ||||||
14 | world; he is the co-developer of "Where the Battle Begins", a | ||||||
15 | seminar which relates leadership in high-risk situations | ||||||
16 | between the military and fire service; and | ||||||
17 | WHEREAS, In 2002, Richard Jaehne developed and led a series | ||||||
18 | of 17 homeland security planning workshops state-wide, which | ||||||
19 | included a 2-day Homeland Security Summit that was attended by | ||||||
20 | community leaders from across Illinois and the Illinois | ||||||
21 | Homeland Security Coordinator; and | ||||||
22 | WHEREAS, In 2006, Richard Jaehne received the President's | ||||||
23 | Leadership Award from the Mutual Aid Box Alarm System for his |

1 | work in fire and homeland security preparedness and programs; | ||||||
2 | and | ||||||
3 | WHEREAS, Richard Jaehne's dedication to his profession and | ||||||
4 | willingness to serve his community has made him a model for the | ||||||
5 | people of the State of Illinois; therefore, be it
| ||||||
6 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
7 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
8 | we congratulate Richard L. Jaehne on the occasion of his | ||||||
9 | retirement, thank him for his service to the people of the | ||||||
10 | State of Illinois, and wish him many happy and healthy | ||||||
11 | retirement years; and be it further

12 | RESOLVED, That a suitable copy of this resolution be | ||||||
13 | presented to Richard Jaehne as a symbol of our esteem and | ||||||
14 | respect.
