1 | | HOUSE RESOLUTION

2 | | WHEREAS, Governor Pat Quinn is planning to eliminate the |
3 | | Illinois Cares Rx program; and
|
4 | | WHEREAS, Illinois Cares Rx was created to fill a vital gap |
5 | | in medical coverage for older adults and people with |
6 | | disabilities who are on Medicare but have incomes that are too |
7 | | high for Medicaid and Extra Help and too low to afford |
8 | | cost-sharing including premiums, deductibles, co-payments, and |
9 | | the donut hole in Medicare; and
|
10 | | WHEREAS, Illinois Cares Rx is cost-effective State |
11 | | spending, saving costs immediately by preventing the |
12 | | possibility of further acute illnesses, keeping the citizens of |
13 | | the State out of hospitals and nursing homes and possibly from |
14 | | seeking more expensive specialty care; and
|
15 | | WHEREAS, The health care reform law, "The Affordable Care |
16 | | Act," will not close the prescription coverage gap until 2020; |
17 | | and |
18 | | WHEREAS, The proposed elimination of the Illinois Cares Rx |
19 | | program would cut off more of the State's low income citizens |
20 | | with special health needs than any other proposed reduction; |
