2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to congratulate Gary H. Rieman on | ||||||
4 | being the recipient of the 2012 Dare to Lead Award, presented | ||||||
5 | by the International Leadership Network; and | ||||||
6 | WHEREAS, A native of Wisconsin, he began his journey in | ||||||
7 | higher education by earning a Bachelor of Arts degree and | ||||||
8 | Doctor of Laws degree from the University of Wisconsin in | ||||||
9 | Madison; and
| ||||||
10 | WHEREAS, He and his wife, Phyllis, had the good sense to | ||||||
11 | move to Evanston, where they began their family; and
| ||||||
12 | WHEREAS, He began his professional career working for W. | ||||||
13 | Clement Stone as a professional assistant, specializing in | ||||||
14 | philanthropic programs providing scholarships and loan | ||||||
15 | programs for pastors, lawyers, community service, and youth | ||||||
16 | service personnel; and

17 | WHEREAS, Gary H. Rieman became the first Director of the | ||||||
18 | Illinois Designated Account Purchase Program in 1977, making | ||||||
19 | him the architect of the State of Illinois' first student loan | ||||||
20 | secondary market; and

1 | WHEREAS, Under his leadership, the Illinois Designated | ||||||
2 | Account Purchase Program grew to become one of the nation's | ||||||
3 | premier student loan secondary markets, assisting thousands of | ||||||
4 | Illinois students in avoiding going into default by providing | ||||||
5 | affordable loan repayment programs; and
| ||||||
6 | WHEREAS, He is a nationally recognized student loan expert | ||||||
7 | and advocate of simplifying the student financial aid process; | ||||||
8 | and
| ||||||
9 | WHEREAS, He assisted in the creation of the National | ||||||
10 | Council on Youth Leadership, a program that has grown into a | ||||||
11 | national network of chapters providing leadership training and | ||||||
12 | recognition for students in their communities; and
| ||||||
13 | WHEREAS, During the last 30 years, the National Council on | ||||||
14 | Youth Leadership has provided an annual 4-day leadership | ||||||
15 | training conference at Washington University in St. Louis; and
| ||||||
16 | WHEREAS, Recognizing the need to train students in middle | ||||||
17 | and junior high school, the National Council on Youth | ||||||
18 | Leadership began the International Leadership Network in 1980 | ||||||
19 | to continue the tradition of recognizing students in their | ||||||
20 | local communities and to provide training and support for the | ||||||
21 | development of youth; and

1 | WHEREAS, He has served as Chairman of the Board of the | ||||||
2 | National Council on Youth Leadership and presently serves as | ||||||
3 | secretary of the National Council on Youth Leadership and as | ||||||
4 | treasurer of the International Leadership Network; and
| ||||||
5 | WHEREAS, On May 4, 2012, he will be recognized by the | ||||||
6 | International Leadership Network as the recipient of the 2012 | ||||||
7 | Dare to Lead Award, the organization's highest award; and
| ||||||
8 | WHEREAS, He has labored tirelessly on behalf of students of | ||||||
9 | all ages for nearly 50 years; he is living proof that one | ||||||
10 | person can truly make a difference, and has shown that with | ||||||
11 | intellect, grace, and humor; therefore, be it
| ||||||
12 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
13 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
14 | we congratulate Gary H. Rieman on being the recipient of the | ||||||
15 | 2012 Dare to Lead Award, presented by the International | ||||||
16 | Leadership Network; and be it further

17 | RESOLVED, That a suitable copy of this resolution be | ||||||
18 | presented to Gary H. Rieman as a symbol of our respect and | ||||||
19 | esteem.
