HOUSE RESOLUTION

 
2    WHEREAS, Governor Pat Quinn has proposed reductions in the
3amount of benefits or services provided under the medical
4assistance (Medicaid) program under the Illinois Public Aid
5Code; and
 
6    WHEREAS, The Governor's proposal will amount to a $2
7billion cut in projected spending under the Medicaid program,
8or about 18% of the current Medicaid budget; and
 
9    WHEREAS, According to a recent report, Medicaid is the
10primary payer of care for more than 60% of Illinois nursing
11home residents, or about 47,000 elderly or disabled
12Illinoisans; and
 
13    WHEREAS, The Governor's proposed cuts will mean that many
14current Medicaid recipients will not be able to obtain needed
15medications or important healthcare services; and
 
16    WHEREAS, This inability to obtain needed medications or
17important healthcare services will likely lead to more severe
18medical problems, or even death, for the affected individuals,
19thus possibly resulting in even higher costs to the State;
20therefore, be it

1    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
2NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
3before the House of Representatives votes on third reading on
4any bill that will reduce the amount of benefits or services
5provided under the medical assistance (Medicaid) program under
6the Illinois Public Aid Code as proposed by the Governor, the
7Governor shall file with the Clerk of the House of
8Representatives a report that analyzes the impact of the
9proposed reductions according to the race, gender, and age of
10affected Medicaid recipients and the impact on hospitals and on
11healthcare providers and that explains the expected long-term
12impact and short-term benefits of the proposed reductions and
13how the proposed reductions could impact employment in
14Illinois; and be it further
 
15    RESOLVED, That the Clerk of the House of Representatives
16shall make the Governor's report available to each member of
17the House of Representatives; and be it further
 
18    RESOLVED, That a suitable copy of this Resolution be
19delivered to Governor Pat Quinn.
