2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Robert Terry |
4 | | Starks of Chicago on the occasion of his retirement as |
5 | | associate professor with the Northeastern Illinois University |
6 | | Inner City Studies Education Program; and
|
7 | | WHEREAS, Robert Starks was born on January 24, 1944, in |
8 | | Grenada, Mississippi; and
|
9 | | WHEREAS, Robert Starks earned his bachelor's degree in |
10 | | political science from Loyola University in Chicago in June of |
11 | | 1968 and his master's degree in urban studies from Loyola |
12 | | University in June of 1971; in 1971, he began working toward |
13 | | his Ph.D. in political science at the University of Chicago; |
14 | | and
|
15 | | WHEREAS, Robert Starks was employed as a research |
16 | | specialist at the Chicago Urban League from 1967 to 1970; he |
17 | | also worked as a management consultant at Booz-Allen and |
18 | | Hamilton, Inc. in Chicago from 1968 to 1969 and has served as a |
19 | | political columnist and political editor at the N'DIGO |
20 | | Newspaper since 1991; and
|
21 | | WHEREAS, Robert Starks began his career in higher education |

1 | | as director of Black Studies Program and instructor in the |
2 | | Political Science Department at Northern Illinois University |
3 | | in DeKalb in 1970; in 1972, he became an instructor at the |
4 | | Northeastern Illinois University (NEIU) Department of Inner |
5 | | City Studies; in 1976, he became a tenured assistant professor |
6 | | with the NEIU Department of Inner City Studies; in 1982, he |
7 | | became an associate professor with the NEIU Department of |
8 | | Educational Leadership and Development's Inner City Studies |
9 | | Education Program; in 1999, he was the Founder, Grantsman, and |
10 | | Director of the Harold Washington Institute for Research and |
11 | | Policy Studies' Carruthers Center for Inner City Studies; and |
12 | | WHEREAS, Robert Starks and his wife, Judith A. Starks, have |
13 | | 2 children, Kenya Miriama and Robert Willis; and
|
14 | | WHEREAS, Robert Starks serves as a model of hard work, |
15 | | integrity, and dedication for the people of the State of |
16 | | Illinois; therefore, be it
|
17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
18 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
19 | | we congratulate Robert Starks on the occasion of his |
20 | | retirement, thank him for his many years of dedicated service |
21 | | in higher education, and wish him many happy and healthy |
22 | | retirement years; and be it further
