2 | | WHEREAS, The United States sends hundreds of billions of |
3 | | dollars a year overseas for oil; a dangerous amount of this |
4 | | money is funneled through front groups and fake charities to |
5 | | terrorist groups, as well as to insurgents in Iraq and |
6 | | Afghanistan who attack U.S. troops; and
|
7 | | WHEREAS, The men and women who serve our nation face |
8 | | serious threats as they secure the flow of oil necessary to |
9 | | meet our demand; and
|
10 | | WHEREAS, In Afghanistan, one out of every 24 fuel convoys |
11 | | results in an American casualty; and
|
12 | | WHEREAS, Billions of gallons of fuel are consumed every |
13 | | year by U.S. military vehicles that are dedicated to securing |
14 | | oil transportation routes; and
|
15 | | WHEREAS, U.S. demand for oil drives up the price |
16 | | everywhere, allowing countries we refuse to buy from to profit, |
17 | | such as Iran, which uses its petroleum profits to fund its |
18 | | nuclear program; and |
19 | | WHEREAS, The United States Navy, Marines, Air Force, and |
20 | | Army are all currently investing in clean energy technology to |

1 | | aggressively reduce their reliance on fossil fuels because the |
2 | | technology saves money and saves lives; and
|
3 | | WHEREAS, Investing in clean energy can both create new jobs |
4 | | in Illinois and make the United States more economically |
5 | | competitive in the global economy; and |
6 | | WHEREAS, The national and international challenges of |
7 | | America's oil dependence are influenced by the energy policies |
8 | | of individual states; and
|
9 | | WHEREAS, U.S. military veterans, including the veterans |
10 | | coalition Operation Free, advocate for reducing America's oil |
11 | | dependence in order to strengthen American security; |
12 | | therefore, be it
|
13 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
14 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
15 | | we state our intent to duly consider the ramifications for |
16 | | America's security when taking up issues concerning energy |
17 | | development and our dependence on oil, adopt policies that |
18 | | encourage the growth of the clean-energy sector in order to |
19 | | encourage innovation, create jobs for Illinoisans, and |
20 | | strengthen America's security, and work with the clean energy |
21 | | sector to develop clean energy job training and placement |
22 | | programs for returning veterans; and be it further
