2 | | WHEREAS, Former Surgeon General C. Everett Koop reported |
3 | | when he appeared before the U.S. Senate's Subcommittee on |
4 | | Nutrition in 1989 that breastfeeding should be actively |
5 | | promoted in all maternal and child health programs; health |
6 | | experts worldwide agree that breastfeeding is the optimal way |
7 | | to nurture infants and should be practiced wherever possible; |
8 | | and

9 | | WHEREAS, Human milk is a unique species-specific source of |
10 | | infant nutrition and not only allows birth to occur at an early |
11 | | stage of development, but also allows a time of intense |
12 | | maternal-infant interaction to facilitate early behavioral |
13 | | development; and

14 | | WHEREAS, Breastfeeding offers many important benefits for |
15 | | mothers and babies and also for society; there is abundant |
16 | | evidence that human milk is designed to enhance optimally the |
17 | | growth, development, and well-being of an infant; a mother's |
18 | | milk provides the best protection for her infant against |
19 | | specific infections; this cannot be duplicated in infant |
20 | | formula; therefore, be it
