2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are saddened to learn of the death of
James L. |
4 | | "Jim" Crates, who passed away on December 12, 2011; and
|
5 | | WHEREAS, James Crates was born on November 24, 1940, in |
6 | | McComb, Ohio; his parents were Henry and Florence (Byal) |
7 | | Crates; he married Carole Lingrel on Aug. 28, 1965, in Kenton, |
8 | | Ohio; and
|
9 | | WHEREAS, James Crates was a 1958 graduate of Kenton High |
10 | | School; he earned his bachelor of arts from Ohio Northern |
11 | | University (ONU) in 1962 and his Juris Doctorate from the ONU |
12 | | Petit College of Law in 1965; he also served on the Advisory |
13 | | Board of ONU's College of Arts and Science; and
|
14 | | WHEREAS, James Crates served as an Army JAG with the |
15 | | Military District of Washington, D.C., and the 8th Army in |
16 | | Seoul, Korea from 1966 to 1970; he entered the service as a |
17 | | first lieutenant and was subsequently promoted to captain; he |
18 | | received the Army Commendation Medal for his meritorious |
19 | | service; and
|
20 | | WHEREAS, James Crates practiced law in Kenton, Ohio with |
21 | | Paul McKinley Sr. and Paul McKinley Jr. since 1970; he was |

1 | | admitted to practice before the United States Supreme Court in |
2 | | 1968 and served as Hardin County Prosecuting Attorney from 1972 |
3 | | to 1976; he was also a member of the Hardin County Bar |
4 | | Association, executive chairman of the Hardin County |
5 | | Republican Party, and a Pleasant Township committeeman; and
|
6 | | WHEREAS, James Crates was a board member of Mount Victory |
7 | | State Bank, the Veterans Memorial Park District, and the Hardin |
8 | | County Board of Elections; he was also a member of Kenton Elks |
9 | | 157 (past exalted ruler from 1978-1979 and board of trustees), |
10 | | the Indian Lake Moose Lodge, the Lions Club, Latham Masonic |
11 | | Lodge No. 157 at Kenton, the Aladdin Shrine, the Hardin County |
12 | | Shrine Club, American Legion Post 198, Amvets Post 20, and a |
13 | | 35-year-member of Wolf Creek Grange; and |
14 | | WHEREAS, James Crates enjoyed his cottage, boating and |
15 | | entertaining his friends at Long Island, Indian Lake, and the |
16 | | activities his grandchildren were involved in; and

17 | | WHEREAS, James Crates was preceded in death by his brother, |
18 | | Daniel Crates and his father-in-law, LaMoyne Lingrel; and |
19 | | WHEREAS, James Crates is survived by his wife; his son, |
20 | | Britton (Nancy) Crates; his daughter, Ashley (Scott) |
21 | | Borgemenke; his granddaughters, Kate and Jane Borgemenke and |
22 | | Taylor and Peyton Crates; his brothers, Roger (Ruth) Crates and |

1 | | Randy Crates; his sister-in-law, Dorma Crates; and his |
2 | | mother-in-law, Alice Lingrel; therefore, be it
|
3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
4 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
5 | | we mourn, along with his family and friends, the passing of |
6 | | James L. "Jim" Crates; and be it further
|
7 | | RESOLVED, That a suitable copy of this resolution be |
8 | | presented to the family of James Crates as an expression of our |
9 | | sympathy.
