2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Illinois |
4 | | Conservation Police Officer II Debbie Mansell on her |
5 | | retirement, August 1, 2011; and
|
6 | | WHEREAS, She retired after 27 years of service to the State |
7 | | of Illinois; she was hired by the Illinois Department of |
8 | | Natural Resources in March of 1985 to be an Illinois |
9 | | Conservation Police Officer; she was initially assigned to work |
10 | | the Cook County area, her main responsibilities being Lake |
11 | | Michigan and the extensive Cook County forest preserve system; |
12 | | and
|
13 | | WHEREAS, After a few years of uniformed patrol she was |
14 | | selected to be one of the main operatives in a covert sting |
15 | | based out of the Peoria area; CPO Mansell spent 3 years working |
16 | | as a covert operative targeting the commercialization of the |
17 | | natural resources in the Peoria and Chicago areas; the |
18 | | operation was titled Operation First Shot and became the most |
19 | | successful covert sting ever run by the Illinois Conservation |
20 | | Police; CPO Mansell received the Shikar Safari Wildlife Officer |
21 | | of the Year Award for her efforts during Operation First Shot; |

1 | | WHEREAS, After wrapping up Operation First Shot, CPO |
2 | | Mansell returned to the field as a uniformed officer and |
3 | | patrolled Clark County; she remained there for several years |
4 | | until the development of the Illinois Conservation Police |
5 | | Division of Investigations, where she was selected to be an |
6 | | investigator; and
|
7 | | WHEREAS, CPO Mansell had great success as an investigator |
8 | | for the Conservation Police, successfully investigating a |
9 | | variety of cases ranging from wildlife and fish cases to |
10 | | criminal; one of her wildlife investigations resulted in the |
11 | | highest fines ever received for a wildlife related case in the |
12 | | history of the Conservation Police; and |
13 | | WHEREAS, CPO Mansell spent 12 years as an Investigator for |
14 | | the Conservation Police; in 2008, CPO Mansell returned to |
15 | | uniform and continued her successful career as a uniformed |
16 | | Conservation Police Officer in McLean County; in 2009, CPO |
17 | | Mansell was nominated Region 3 Officer of the Year and was |
18 | | awarded the 2009 Officer of the Year for the State of Illinois; |
19 | | and
|
20 | | WHEREAS, In 2009, CPO Mansell received the Shikar Safari |
21 | | Wildlife Officer of the Year Award; she led the investigation |
22 | | of a highly publicized wildlife case in central Illinois; CPO |
23 | | Mansell also received numerous certificates of merit and other |

1 | | recommendations over the course of her 27 year career as an |
2 | | Illinois Conservation Police Officer; therefore, be it
|
3 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
4 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
5 | | we congratulate CPO Debbie Mansell on her retirement and wish |
6 | | her the best in her future endeavors; and be it further

7 | | RESOLVED, That a suitable copy of this resolution be |
8 | | presented to CPO Debbie Mansell as a symbol of our respect and |
9 | | esteem.
