|
2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Kent Crutcher of |
4 | | Normal for his 26 years of dedicated service with the Normal |
5 | | Police Department; and
|
6 | | WHEREAS, Kent Crutcher earned his associate's degree from |
7 | | Heartland Community College in Normal and his bachelor's degree |
8 | | in criminal justice from Illinois State University in Normal; |
9 | | he also graduated from the F.B.I. National Academy, the School |
10 | | of Police Staff and Command at Northwestern University, and the |
11 | | Police Training Institute in Champaign; and
|
12 | | WHEREAS, Kent Crutcher served his country with pride and |
13 | | distinction as a member of the United States Marine Corps from |
14 | | 1980 to 1984; he reached the rank of corporal at the time of |
15 | | his honorable discharge; and
|
16 | | WHEREAS, Kent Crutcher has served with the Normal Police |
17 | | Department since becoming a patrol officer in the department in |
18 | | September of 1985; he steadily ascended the department's ranks, |
19 | | becoming assistant chief in July of 1995; he served in that |
20 | | capacity until July of 2004, when he was selected to serve as |
21 | | the department's Chief of Police; and

1 | | WHEREAS, During his tenure as Chief, Kent Crutcher was |
2 | | instrumental in the creation of numerous department programs, |
3 | | including the Mental Health Early Notification Program in |
4 | | McLean County, the Normal Police Department VICE/Narcotics |
5 | | Unit, the Phone Loan Program in McLean County for Domestic |
6 | | Violence Victims, the Crisis Intervention Team in McLean |
7 | | County, the Citizens Safety Ambassador Program, the Home Safety |
8 | | Inspection Program, the Summer Youth Program for McLean County |
9 | | youth, the Youth Intervention Specialist, crime analyst, and |
10 | | computer forensics investigator positions at the Normal Police |
11 | | Department, the Sergeant's Field Training Program, the |
12 | | Departments Administrative Training Program, the School |
13 | | Resource Officer Program, and the department's crime mapping |
14 | | and online reporting systems; and
|
15 | | WHEREAS, Kent Crutcher has been a member of numerous civic |
16 | | and law enforcement organizations, including the Commission on |
17 | | Accreditation for Law Enforcement Agencies, the Youth Impact |
18 | | Board, the McLean County Criminal Justice Coordinating |
19 | | Council, the Emergency Telephone Systems Board, the Minority |
20 | | and Police Partnership, Leadership McLean County, the McLean |
21 | | County Multicultural Leadership Program, the Mental Health |
22 | | Court Task Force, the International Association of Chiefs of |
23 | | Police, the F.B.I. National Academy Association, Special |
24 | | Courts, the Illinois Association of Chiefs of Police, |
25 | | Centralized Emergency Communications Board, the Illinois |

1 | | Mental Health Court Association, and the 211 Board of |
2 | | Directors; he is also a graduate of the Simon Wiesenthal Center |
3 | | of Tolerance and the National Institute Against Hate Crimes and |
4 | | Terrorism; and |
5 | | WHEREAS, Kent Crutcher has been the recipient of numerous |
6 | | awards for his service, including the Law Enforcement |
7 | | Achievement Award from the Illinois State Bar Association, the |
8 | | Heartland Community College Distinguished Alumni Award, the |
9 | | McLean County Autism Society Recognition Award, and the Normal |
10 | | Police Department Life Saving Award; and |
11 | | WHEREAS, Kent Crutcher serves as a model of hard work, |
12 | | integrity, and dedication for the people of the State of |
13 | | Illinois; therefore, be it

14 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
15 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
16 | | we congratulate Kent Crutcher for his many of dedicated service |
17 | | with the Normal Police Department and wish him success and |
18 | | happiness in his future endeavors; and be it further

19 | | RESOLVED, That a suitable copy of this resolution be |
20 | | presented to Kent Crutcher as a symbol of our esteem and |
21 | | respect.
