2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Terrence P. |
4 | | Mastandrea of Lake Zurich on the occasion of his retirement as |
5 | | Chief of the Lake Zurich Fire Rescue Department after 21 years |
6 | | of dedicated service; and
|
7 | | WHEREAS, Terrence Mastandrea earned his bachelor's degree |
8 | | in business administration from Lewis University in Romeoville |
9 | | in 1980; and
|
10 | | WHEREAS, Terrence Mastandrea began his firefighting career |
11 | | with the Lewis University Fire and Security Department, where |
12 | | he served as a firefighter and patrol officer from 1977 to 1978 |
13 | | and as fire chief and security sergeant from 1978 to 1980; |
14 | | after working at LPM Corporation in Des Plaines from 1980 to |
15 | | 1981, he began working at the Skokie Fire Department as a |
16 | | firefighter/paramedic in 1981; he steadily ascended the ranks, |
17 | | becoming duty chief of the department in 1988; and
|
18 | | WHEREAS, Terrence Mastandrea began his tenure with the Lake |
19 | | Zurich Fire Rescue Department as the fire-rescue chief and |
20 | | director of emergency management in 1990; as a member of the |
21 | | Village Executive Leadership Team, he has been instrumental in |
22 | | the execution of the department's mission to deliver effective, |

1 | | timely, and professional services to the Lake Zurich community; |
2 | | and
|
3 | | WHEREAS, During Terrence Mastandrea's tenure, the Lake |
4 | | Zurich Fire Rescue Department has planned, developed, and |
5 | | directed numerous progressive service activities relating to |
6 | | fire, emergency medical, emergency management, specialized |
7 | | rescue, and code enforcement for the Village of Lake Zurich and |
8 | | the Lake Zurich Rural Fire Protection District; and
|
9 | | WHEREAS, Terrence Mastandrea has been a member of numerous |
10 | | civic and emergency service organizations, including the |
11 | | National Fire Academy, the University of Maryland Fire and |
12 | | Rescue Institute's National Fire Service Staff and Command, the |
13 | | Illinois Fire Chiefs Association, the Lake County Fire Chiefs |
14 | | Association, the Northeastern Illinois Fire Chiefs |
15 | | Association, the MABAS Incident Command Team, the Mid America |
16 | | MABAS Consortium Task Force, the Northwest Community Hospital |
17 | | Large-Scale Emergency Planning Task Force, the Lake County |
18 | | Emergency Telephone Systems Board, the Lake County |
19 | | Pharmaceutical Mass Distribution Planning Task Force, and the |
20 | | Illinois Fire Chiefs Association Educational and Research |
21 | | Foundation Board; he has also served as a consultant to the |
22 | | Illinois Fire Chiefs Promotional Evaluation and Assessment |
23 | | Services and has delivered numerous presentations to the |
24 | | Illinois Fire Chiefs Association Conference Program and the |

1 | | Northern Illinois University MBA Career Development Program, |
2 | | among others; and |
3 | | WHEREAS, Terrence Mastandrea has been the recipient of |
4 | | numerous awards and accolades, including the MABAS and IFCA |
5 | | "Humanitarian Service Medal" for deployments during Hurricane |
6 | | Katrina in 2005 and the Utica Tornado Deployment in 2004, the |
7 | | Village of Lake Zurich "Outstanding Government Employee" award |
8 | | in 1999, 2001, and 2005, and the Governors Award in 2001; he |
9 | | also placed 1st during the regional Firefighters Combat |
10 | | Challenge in 1994 and 2nd in the national Firefighters Combat |
11 | | Challenge in 1995; and
|
12 | | WHEREAS, Terrence Mastandrea serves as a model of hard |
13 | | work, integrity, and dedication for the people of the State of |
14 | | Illinois; therefore, be it
|
15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
16 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
17 | | we congratulate Terrence P. Mastandrea on the occasion of his |
18 | | retirement and wish him many happy and healthy retirement |
19 | | years; and be it further

20 | | RESOLVED, That a suitable copy of this resolution be |
21 | | presented to Terrence Mastandrea as a symbol of our esteem and |
22 | | respect.
