2 | | WHEREAS, In April and May 2011, many communities in |
3 | | southern Illinois were impacted by historic flooding of the |
4 | | Ohio River and other rivers, streams, lakes, and waterways; and
|
5 | | WHEREAS, The Illinois Department of Natural Resources |
6 | | (IDNR) launched into action and responded to the call to save |
7 | | lives and protect communities across southern Illinois from the |
8 | | unprecedented flooding; along with scores of boats, trucks, and |
9 | | ATVs, IDNR committed over 200 staff persons to assist in the |
10 | | State's response; and
|
11 | | WHEREAS, More than 30 members of IDNR's Office of Resource |
12 | | Conservation, Scott Bartell, Rob Bartlett, Chris Bickers, Doug |
13 | | Carney, Ken Clodfelter, Kurt Daine, Bill Ernest, Les Frankland, |
14 | | Mike Garthaus, Nate Goetten, Wayne Herndon, Rob Hilsabeck, Jana |

2 | | feed to isolated agricultural facilities to prevent starvation |

6 | | residents, first responders, and property by immediately |

16 | | Robin Church coordinated with State and federal agencies on a |
17 | | daily basis regarding impacts to communities and facilities |
18 | | from current and projected flood stages, information that was |
19 | | essential to understanding the risks to lives and critical |
20 | | infrastructure; and

21 | | WHEREAS, This information involved flood inundation maps |
22 | | showing the aerial extent of current and forecasted flooding; |
23 | | maps and tables identifying the amount of freeboard available |
24 | | at leveed areas and non-leveed communities; identification of |
|

1 | | potential areas of concern resulting from sand boils, levee |
2 | | slumps, excessive interior seepage and other potential levee or |
3 | | floodwall failures; and identification of actual levee |
4 | | failures or overtopping of levees; and
|
5 | | WHEREAS, 'Additionally, the Office of Water Resources used |
6 | | field personnel and other technical contacts to back-check and |
7 | | confirm field reports provided to the Illinois Emergency |
8 | | Management Agency; set highwater marks at various locations |
9 | | that will be used in post-flood evaluations; and provided |
10 | | technical assistance to IDNR legal staff regarding activation |
11 | | of the Birds Point-New Madrid Floodway in Missouri; and
|
12 | | WHEREAS, IDNR's Office of Legal Services participated in |
13 | | the State's emergency response efforts on behalf of IDNR and |
14 | | coordinated with the Governor's Office regarding IDNR's flood |
15 | | emergency statutory authority; Chief Legal Counsel Mitchell |
16 | | Cohen and Staff Attorney Robert Mool also assisted the Illinois |
17 | | Attorney General's Office in responding to a series of legal |
18 | | actions by Missouri regarding the U.S. Army Corps of Engineers' |
19 | | activation of the Birds Point-New Madrid Floodway; with IDNR's |
20 | | legal and technical services, Illinois and the Army Corps of |
21 | | Engineers ultimately prevailed in federal court and the |
22 | | floodway was activated, reducing the flood threat facing many |
23 | | Illinois communities; and

1 | | WHEREAS, IDNR Deputy Director Travis Loyd was on the ground |
2 | | in southern Illinois, helping to coordinate IDNR's emergency |
3 | | response operations with local communities impacted by the |
4 | | flooding; therefore, be it
|
5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
6 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
7 | | we express our gratitude to the dedicated professionals of the |
8 | | Illinois Department of Natural Resources for their tireless |
9 | | efforts to protect Illinois' people and communities during the |
10 | | historic Spring 2011 flooding in southern Illinois; and be it |
11 | | further

12 | | RESOLVED, That suitable copies of this resolution be |
13 | | presented to Governor Pat Quinn and the Illinois Department of |
14 | | Natural Resources Director Marc Miller as a symbol of our |
15 | | respect and esteem for the indispensable work of the Illinois |
16 | | Department of Natural Resources.
