1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, Public health issues are of paramount importance | ||||||
3 | to the State and its units of local government; and
| ||||||
4 | WHEREAS, Health disparities have a systemic and critical | ||||||
5 | impact on morbidity and mortality rates in communities | ||||||
6 | throughout the State; and
| ||||||
7 | WHEREAS, The State Board of Health has adopted the 2011 | ||||||
8 | State Health Improvement Plan (SHIP), and the State Health | ||||||
9 | Improvement Plan Implementation Council will be appointed to | ||||||
10 | guide the implementation of the 2011 SHIP; and | ||||||
11 | WHEREAS, The State is in need of a comprehensive review of | ||||||
12 | its public health policymaking and regulatory framework in | ||||||
13 | order to meet the needs of its diverse citizenry; and
| ||||||
14 | WHEREAS, The State has the resources through its agencies, | ||||||
15 | public and private universities, and community-based | ||||||
16 | organizations to conduct a comprehensive review of its public | ||||||
17 | health policies and policymaking infrastructure; and
| ||||||
18 | WHEREAS, The Community Engagement and Research Core is a | ||||||
19 | federally-funded component of the University of Illinois at | ||||||
20 | Chicago Center for Clinical and Translational Science, engaged |

| |||||||
1 | in broad-based, action-oriented public health policy research | ||||||
2 | and dissemination, and the University of Illinois at Chicago | ||||||
3 | School of Public Health has been engaged by the Illinois | ||||||
4 | Department of Public Health to assist the SHIP Implementation | ||||||
5 | Council fulfills its mission; and | ||||||
6 | WHEREAS, Population health status and health services | ||||||
7 | needs unique to Illinois should be reflected in the research | ||||||
8 | and policy analysis work of researchers, planners, and policy | ||||||
9 | analysts; and
| ||||||
10 | WHEREAS, A comprehensive review of the State's public | ||||||
11 | health policies and
policymaking infrastructure is critical | ||||||
12 | and necessary in order to fully benefit from federal health | ||||||
13 | care reform, demonstrate additional efficiencies in the | ||||||
14 | delivery of health care services to those most in need, and | ||||||
15 | foster the relationship of public health to the larger | ||||||
16 | community in terms of human, physical, fiscal, and program | ||||||
17 | resources; and
| ||||||
18 | WHEREAS, State policymakers will benefit from a | ||||||
19 | comprehensive and well-developed study of the State's public | ||||||
20 | health policies and policymaking infrastructure; therefore, be | ||||||
21 | it

22 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |

1 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
2 | the State Health Improvement Plan Implementation Council is | ||||||
3 | encouraged to prepare a comprehensive report to the General | ||||||
4 | Assembly on the State's public health policies and its public | ||||||
5 | health policymaking infrastructure that shall include an | ||||||
6 | Illinois policy agenda; and be it further
| ||||||
7 | RESOLVED, That the State Health Improvement Plan | ||||||
8 | Implementation Council is encouraged to work with the Community | ||||||
9 | Engagement and Research Core housed at the University of | ||||||
10 | Illinois at Chicago to develop an Illinois policy agenda; and | ||||||
11 | be it further
| ||||||
12 | RESOLVED, That the State Health Improvement Plan | ||||||
13 | Implementation Council shall prepare a report to be presented | ||||||
14 | to members of the House Health Care and Health Disparities | ||||||
15 | Committee on or before December 31, 2011; and be it further | ||||||
16 | RESOLVED, That suitable copies of this resolution be | ||||||
17 | presented to the members of the State Health Improvement Plan | ||||||
18 | Implementation Council and the directors of the Community | ||||||
19 | Engagement and Research Core.
