2 | WHEREAS, The members of the Illinois House of | ||||||
3 | Representatives are pleased to honor those who contribute to | ||||||
4 | the well-being of the State of Illinois and its residents; and
| ||||||
5 | WHEREAS, Richard Jaehne earned his bachelor's degree from | ||||||
6 | the University of Utah in 1968; he subsequently earned his | ||||||
7 | master's degree in systems management from the University of | ||||||
8 | Southern California in 1979; he participated in numerous | ||||||
9 | military professional education resident courses, including | ||||||
10 | the Department of the Navy Total's Quality Leadership Course in | ||||||
11 | 1993 and programs at the Marine Corps Command and Staff College | ||||||
12 | in 1983 and the Air War College in 1987; he is also certified | ||||||
13 | as a Type 3 FEMA Incident Management Team member; and | ||||||
14 | WHEREAS, After earning his bachelor's degree, Richard | ||||||
15 | Jaehne was commissioned as a Second Lieutenant in the United | ||||||
16 | States Marine Corps; he subsequently attained the rank of | ||||||
17 | Colonel; during his tenure, he served in Vietnam, the Far East, | ||||||
18 | Latin America, the Middle East, Europe, and Washington, D.C.; | ||||||
19 | he also served as the Commandant of the NATO School in | ||||||
20 | Oberammergau, Germany and as Director of the Operations | ||||||
21 | Department at the United States Marine Corps Headquarters in | ||||||
22 | Washington, D.C.; he retired from the United States Marine | ||||||
23 | Corps on September 30, 1997, after more than 29 years of active |

1 | service around the world; and | ||||||
2 | WHEREAS, Richard Jaehne was awarded the Navy Cross while | ||||||
3 | serving as a platoon leader with Company K, Third Battalion, | ||||||
4 | Seventh Marine Regiment of the First Marine Division in | ||||||
5 | connection with combat operations against the enemy in the | ||||||
6 | Republic of Vietnam on August 28, 1969; he also earned three | ||||||
7 | Defense Superior Service Medals, the Legion of Merit, the | ||||||
8 | Bronze Star with Combat "V", the Purple Heart, the Meritorious | ||||||
9 | Service Medal, two Combat Action Ribbons, the German Honor | ||||||
10 | Cross in Silver, and the Vietnamese Cross of Gallantry with | ||||||
11 | Silver Star; and | ||||||
12 | WHEREAS, Richard Jaehne is the author of numerous | ||||||
13 | publications, including "NATO School Vision 2000", which was | ||||||
14 | presented to the Supreme Allied Commander, Allied Powers | ||||||
15 | Europe, "Traumatic Stress, A Personal View From Combat", and | ||||||
16 | numerous articles for professional journals and hundreds of | ||||||
17 | speeches of note to international and U.S. crisis management | ||||||
18 | and security forums; he is also the co-developer of the seminar | ||||||
19 | entitled "Where the Battle Begins", which relates leadership in | ||||||
20 | high-risk situations between the military and fire service; and | ||||||
21 | WHEREAS, Richard Jaehne has served with distinction as the | ||||||
22 | director of the Illinois Fire Service Institute, the statutory | ||||||
23 | Illinois State Fire Academy; as director, he leads an |

1 | inter-agency team that has developed and delivers unified | ||||||
2 | command training programs which meet the new National Incident | ||||||
3 | Management System standards to first responders, local and | ||||||
4 | elected officials, and the United States Postal Service; he has | ||||||
5 | also supervised the delivery of more than 600,000 student hours | ||||||
6 | of training to some 55,000 firefighters and other first | ||||||
7 | responders annually; and | ||||||
8 | WHEREAS, Richard Jaehne is a member of the Illinois | ||||||
9 | Governor's Terrorism Task Force and a Co-Chair of the task | ||||||
10 | force's Training Committee; he was a member of the Governor's | ||||||
11 | Blue Ribbon Fire Service Committee and the Governor's Fire | ||||||
12 | Advisory Commission; he is a past-Vice President of the North | ||||||
13 | American Fire Training Directors; he is also a member of the | ||||||
14 | congressionally-mandated FEMA Region V Regional Advisory | ||||||
15 | Council; and | ||||||
16 | WHEREAS, In 2002, Richard Jaehne developed and led a series | ||||||
17 | of 17 homeland security planning workshops statewide | ||||||
18 | culminating in a 2-day Homeland Security Summit, attended by | ||||||
19 | community leaders from across Illinois and the Illinois | ||||||
20 | Homeland Security Coordinator; and | ||||||
21 | WHEREAS, Richard Jaehne received the Mutual Aid Box Alarm | ||||||
22 | System (MABAS) President's Leadership Award in 2006 for | ||||||
23 | sustained support in fire and homeland security preparedness |

1 | and programs; and | ||||||
2 | WHEREAS, Richard Jaehne serves as a model of hard work, | ||||||
3 | integrity, and dedication for the people of the State of | ||||||
4 | Illinois; therefore, be it
| ||||||
5 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
6 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
7 | we designate the new building at the Illinois Fire Service | ||||||
8 | Institute as the "Richard L. Jaehne Building" in honor of | ||||||
9 | Richard L. Jaehne and his many accomplishments; and be it | ||||||
10 | further

11 | RESOLVED, That a suitable copy of this resolution be | ||||||
12 | presented to Richard Jaehne as a symbol of our esteem and | ||||||
13 | respect.
