HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Elliott Hartstein
4on his retirement as Buffalo Grove Village President; and
 
5    WHEREAS, As Village President, Elliott Hartstein was a
6leader in many forums, including the Northwest Municipal
7Conference, where he served as President; the Metropolitan
8Mayors Caucus, where he served on the Executive Committee; the
9Illinois Municipal League, where he served as a Vice President
10and Member of the Board of Directors; and the Lake County
11Municipal League, where he had served as Secretary; and
 
12    WHEREAS, He was also appointed by the Lake County Board to
13represent Lake County on the Chicago Metropolitan Agency for
14Planning, where he has served on the Executive Board and as
15Vice Chairman; he was instrumental in preparing the 2040 Plan
16for the Seven County Region while serving on the Agency; and
 
17    WHEREAS, He helped organize and served as the founding
18President of the Northwest Suburban JCC; he served on the Board
19of the Jewish Federation of Metropolitan Chicago and served as
20Vice Chairman of the Federation's Committee on Soviet Jewry,
21and he served on the National Board of the National Conference
22for Soviet Jewry; and

1    WHEREAS, He has also been actively involved in the Jewish
2United Fund to raise funds for social welfare needs, and the
3Annual Walk for Israel; he served the Crohn's and Colitis
4Foundation, where he locally served as Vice President and
5nationally on the Board of Directors; he chaired the Citizens
6Advisory Committee for School District 96, served on the Ad Hoc
7Committees to build Prairie School, Twin Groves Junior High,
8and the Woodlawn and Country Meadows schools, as well as
9referendum committees for the Park District; and
 
10    WHEREAS, He will continue to work with economic development
11on the Milwaukee corridor and redevelopment on Dundee Road, the
12expansion and improvement of commuter rail service on the North
13Central Commuter line, the extension of Route 53, and a center
14for the performing arts as a joint project of the Village and
15Park District; on the State level he will continue to work
16toward pension and budget reforms, campaign finance reform,
17redistricting reform, educational funding reform, and a fairer
18tax system through a progressive income tax constitutional
19amendment; and
 
20    WHEREAS, During his time as Village President, the
21community built the Arboretum Clubhouse, worked with the State
22to secure the expansion and improvement of Route 22, and worked
23with Lake County to expand and improve Deerfield Parkway; they

1improved the community newsletter and webpage; and the commuter
2rail line saw the completion of double tracking and working to
3get freight lines reduced; and
 
4    WHEREAS, The community was a leader in becoming smoke free
5and encouraging other communities and the State of Illinois to
6follow their example; as a result, Buffalo Grove was a Gold
7Award winner from the Metropolitan Clean Air Counts campaign;
8and
 
9    WHEREAS, Under his leadership, Buffalo Grove created an
10amazing Arts Commission, and introduced an Invitational Fine
11Arts Festival and Symphonic Band; a Farmers Market was
12introduced, and additions like Affinity Health Care, Escape
13Family Entertainment Center, a new Dominick's, new Walgreen's
14stores, and Leica Camera Company; and
 
15    WHEREAS, Buffalo Grove has seen many new and positive
16changes while Elliott Hartstein has served as Village President
17and will miss his leadership; therefore, be it
 
18    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
19NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
20we congratulate Elliott Hartstein on his retirement and wish
21him all the best in his future endeavors; and be it further
