2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Elliott Hartstein |
4 | | on his retirement as Buffalo Grove Village President; and
|
5 | | WHEREAS, As Village President, Elliott Hartstein was a |
6 | | leader in many forums, including the Northwest Municipal |
7 | | Conference, where he served as President; the Metropolitan |
8 | | Mayors Caucus, where he served on the Executive Committee; the |
9 | | Illinois Municipal League, where he served as a Vice President |
10 | | and Member of the Board of Directors; and the Lake County |
11 | | Municipal League, where he had served as Secretary; and
|
12 | | WHEREAS, He was also appointed by the Lake County Board to |
13 | | represent Lake County on the Chicago Metropolitan Agency for |
14 | | Planning, where he has served on the Executive Board and as |
15 | | Vice Chairman; he was instrumental in preparing the 2040 Plan |
16 | | for the Seven County Region while serving on the Agency; and |
17 | | WHEREAS, He helped organize and served as the founding |
18 | | President of the Northwest Suburban JCC; he served on the Board |
19 | | of the Jewish Federation of Metropolitan Chicago and served as |
20 | | Vice Chairman of the Federation's Committee on Soviet Jewry, |
21 | | and he served on the National Board of the National Conference |
22 | | for Soviet Jewry; and |

1 | | WHEREAS, He has also been actively involved in the Jewish |
2 | | United Fund to raise funds for social welfare needs, and the |
3 | | Annual Walk for Israel; he served the Crohn's and Colitis |
4 | | Foundation, where he locally served as Vice President and |
5 | | nationally on the Board of Directors; he chaired the Citizens |
6 | | Advisory Committee for School District 96, served on the Ad Hoc |
7 | | Committees to build Prairie School, Twin Groves Junior High, |
8 | | and the Woodlawn and Country Meadows schools, as well as |
9 | | referendum committees for the Park District; and |
10 | | WHEREAS, He will continue to work with economic development |
11 | | on the Milwaukee corridor and redevelopment on Dundee Road, the |
12 | | expansion and improvement of commuter rail service on the North |
13 | | Central Commuter line, the extension of Route 53, and a center |
14 | | for the performing arts as a joint project of the Village and |
15 | | Park District; on the State level he will continue to work |
16 | | toward pension and budget reforms, campaign finance reform, |
17 | | redistricting reform, educational funding reform, and a fairer |
18 | | tax system through a progressive income tax constitutional |
19 | | amendment; and |
20 | | WHEREAS, During his time as Village President, the |
21 | | community built the Arboretum Clubhouse, worked with the State |
22 | | to secure the expansion and improvement of Route 22, and worked |
23 | | with Lake County to expand and improve Deerfield Parkway; they |

1 | | improved the community newsletter and webpage; and the commuter |
2 | | rail line saw the completion of double tracking and working to |
3 | | get freight lines reduced; and
|
4 | | WHEREAS, The community was a leader in becoming smoke free |
5 | | and encouraging other communities and the State of Illinois to |
6 | | follow their example; as a result, Buffalo Grove was a Gold |
7 | | Award winner from the Metropolitan Clean Air Counts campaign; |
8 | | and
|
9 | | WHEREAS, Under his leadership, Buffalo Grove created an |
10 | | amazing Arts Commission, and introduced an Invitational Fine |
11 | | Arts Festival and Symphonic Band; a Farmers Market was |
12 | | introduced, and additions like Affinity Health Care, Escape |
13 | | Family Entertainment Center, a new Dominick's, new Walgreen's |
14 | | stores, and Leica Camera Company; and
|
15 | | WHEREAS, Buffalo Grove has seen many new and positive |
16 | | changes while Elliott Hartstein has served as Village President |
17 | | and will miss his leadership; therefore, be it
|
18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
19 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
20 | | we congratulate Elliott Hartstein on his retirement and wish |
21 | | him all the best in his future endeavors; and be it further
