1 | AMENDMENT TO HOUSE RESOLUTION 254

2 | AMENDMENT NO. ___. Amend House Resolution 254 by replacing | ||||||
3 | everything after the heading of the resolution with the | ||||||
4 | following:
| ||||||
5 | "WHEREAS, Section 27-12 of the School Code states that | ||||||
6 | "every public school teacher shall teach character education, | ||||||
7 | which includes the teaching of respect, responsibility, | ||||||
8 | fairness, caring, trustworthiness, and citizenship, in order | ||||||
9 | to raise pupils' honesty, kindness, justice, discipline, | ||||||
10 | respect for others, and moral courage for the purpose of | ||||||
11 | lessening crime and raising the standard of good character"; | ||||||
12 | and
| ||||||
13 | WHEREAS, School is not the only opportunity for lessons of | ||||||
14 | character development to occur; it is often difficult for | ||||||
15 | school districts and community organizations to identify and | ||||||
16 | find resources and programs that meet the statutory educational |

1 | requirements, and educational opportunities often arise only | ||||||
2 | in a haphazard way throughout the period of a season or school | ||||||
3 | year; and
| ||||||
4 | WHEREAS, Examples of a need for programs that can meet the | ||||||
5 | needs of a changing society are present from institutions of | ||||||
6 | higher education, newspapers, and the media that decry the lack | ||||||
7 | of character development and moral and ethical education and | ||||||
8 | the seeming lack of moral judgment in making business, | ||||||
9 | political, and even personal decisions; and
| ||||||
10 | WHEREAS, There are Illinois programs that can have great | ||||||
11 | positive impact on the character development of the children of | ||||||
12 | this State and that satisfy Section 27-12 of the School Code; | ||||||
13 | therefore, be it
| ||||||
14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
15 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
16 | we recognize that there are Illinois programs that are | ||||||
17 | qualified to teach character development and that are fully in | ||||||
18 | compliance with Section 27-12 of the School Code.".
