2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Noel Oliver on his |
4 | | retirement as Director of the McDonough County 9-1-1 system; |
5 | | and
|
6 | | WHEREAS, Noel Oliver was born in 1944 in East St. Louis; as |
7 | | a young man he was a very active member of the Boy Scouts and |
8 | | began to develop his leadership skills as well as a sense of |
9 | | commitment to public service, both of which have been his |
10 | | lifelong trademark; he graduated from East St. Louis Senior |
11 | | High School and has since attended Southern Illinois University |
12 | | at East St. Louis, Grossmont Jr. College in El Cajon, |
13 | | California, Western Illinois University, Sangamon State |
14 | | University, and the University of Virginia; and
|
15 | | WHEREAS, In 1965, he married his high school sweetheart, |
16 | | Judy R. Abbett, and they have a son, Adam; and |
17 | | WHEREAS, He started his career in law enforcement with the |
18 | | St. Louis Metropolitan Police Department in 1964; he began |
19 | | there as a cadet, writing parking tickets in downtown St. |
20 | | Louis, and was later assigned a walking beat in the downtown |
21 | | area; and

1 | | WHEREAS, He began his career with the Illinois State Police |
2 | | in 1968; by finishing with the top academic score, he was |
3 | | allowed to select his assignment within the State and selected |
4 | | the Macomb district without ever having been to the area; and |
5 | | WHEREAS, In 1972, he was promoted to Corporal and assigned |
6 | | a supervisor role in the nine counties of District 14; in 1976, |
7 | | he was promoted to Sergeant and assigned to the Springfield |
8 | | office as the Director of Statewide Air Operations, the Command |
9 | | Center, the Hazardous Materials Section, and the Vehicle |
10 | | Investigations Unit; in 1978, he was promoted to Lieutenant and |
11 | | returned to Macomb as second-in-command; in 1979, he was |
12 | | promoted to Captain and assigned as the District Commander of |
13 | | District 14 in Macomb; and

14 | | WHEREAS, In 1986, he was selected to serve as a visiting |
15 | | lecturer to the Taiwan National Police Academy; his main |
16 | | emphasis was to teach a new and developing approach to handling |
17 | | hostage situations; and
|
18 | | WHEREAS, In 1989, he was selected to attend and later |
19 | | graduated from the FBI National Academy in Quantico, Virginia |
20 | | for advanced training; and |
21 | | WHEREAS, He retired from the Illinois State Police in 1993; |
22 | | shortly after retirement he was selected to create an Enhanced |

1 | | 9-1-1 system for McDonough County from scratch; he laid the |
2 | | groundwork for the current system and served in that capacity |
3 | | until a director could be selected to begin the actual |
4 | | operations; and |
5 | | WHEREAS, In 1993, he was selected to serve as a Traffic |
6 | | Safety Consultant with the Illinois Department of |
7 | | Transportation and Eastern Illinois University; beginning in |
8 | | 1995, he developed a marketing company to provide select |
9 | | equipment to law enforcement agencies in the Midwest; his |
10 | | hand-selected products included Stop Sticks and Fatal Vision |
11 | | goggles; and |
12 | | WHEREAS, In February of 2003, he was recruited to again |
13 | | take a role in the local 9-1-1 system and serve as an Interim |
14 | | Director; in his position as director of 9-1-1, he serves on |
15 | | the McDonough County Employee Safety Committee, the Employee |
16 | | Handbook Committee, the Local Emergency Planning Committee, |
17 | | and the Geographic Information System Committee; therefore, be |
18 | | it

19 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
20 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
21 | | we congratulate Noel Oliver on his retirement and wish him all |
22 | | the best in his future endeavors; and be it further
