HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are pleased to congratulate Joe Kilbride on his
417th year of volunteer service to The Lincoln Foundation for
5Performance Excellence; and
 
6    WHEREAS, The Lincoln Foundation for Performance
7Excellence, founded in 1994, leads for-profit and non-profit
8organizations to performance excellence; and
 
9    WHEREAS, In order to foster a competitive market and
10provide the foundation for a vital and stable Illinois economy,
11it is paramount that the values and ideas surrounding the
12concept of "continuous quality improvement" be heralded as an
13important priority for Illinois' sectors of business,
14education, government, healthcare, and non-profit
15organizations; and
 
16    WHEREAS, The key to providing the highest quality products
17and services is a continuous process of self-evaluation; all
18organizations, large and small, must strive for and make a
19commitment to a "continuous improvement process" so as to
20improve Illinois' quality of life, to make it a State where
21organizations want to operate and where its citizens wish to
22live; and

1    WHEREAS, The Lincoln Foundation deploys a three-level
2process, allowing organizations to measure themselves against
3The Lincoln Foundation's criteria framework for organization
4excellence, modeled after The Malcolm Baldrige National
5Quality Award, including: Leadership, Strategic Planning,
6Customer Focus, Measurement, Analysis and Knowledge
7Management, Workforce Focus, Operations Focus, and Results;
8and
 
9    WHEREAS, The Lincoln Foundation depends on volunteer
10examiners to carry out its evaluation process, bringing
11knowledge of the criteria, experience with quality systems,
12communication, leadership, and assessment skills in order to
13provide a feedback report to help Illinois organizations become
14world class; and
 
15    WHEREAS, Examiners receive extensive preparation and
16support in learning about the Criteria for Performance
17Excellence and commit a significant amount of time, effort, and
18dedication in order to help organizations learn how to excel;
19and
 
20    WHEREAS, Joe Kilbride has contributed his expertise and
21more than 3,500 hours of his personal time during the past
22seventeen years to serving as a Senior Examiner for The Lincoln

1Foundation for Performance Excellence; therefore, be it
 
2    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
3NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
4we congratulate Joe Kilbride on his volunteer work with The
5Lincoln Foundation for Performance Excellence and thank him for
6his time and commitment to help Illinois organizations excel;
7and be it further
 
8    RESOLVED, That a suitable copy of this resolution be
9presented to Joe Kilbride as a symbol of our respect and
10esteem.
