2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Joe Kilbride on his |
4 | | 17th year of volunteer service to The Lincoln Foundation for |
5 | | Performance Excellence; and
|
6 | | WHEREAS, The Lincoln Foundation for Performance |
7 | | Excellence, founded in 1994, leads for-profit and non-profit |
8 | | organizations to performance excellence; and
|
9 | | WHEREAS, In order to foster a competitive market and |
10 | | provide the foundation for a vital and stable Illinois economy, |
11 | | it is paramount that the values and ideas surrounding the |
12 | | concept of "continuous quality improvement" be heralded as an |
13 | | important priority for Illinois' sectors of business, |
14 | | education, government, healthcare, and non-profit |
15 | | organizations; and |
16 | | WHEREAS, The key to providing the highest quality products |
17 | | and services is a continuous process of self-evaluation; all |
18 | | organizations, large and small, must strive for and make a |
19 | | commitment to a "continuous improvement process" so as to |
20 | | improve Illinois' quality of life, to make it a State where |
21 | | organizations want to operate and where its citizens wish to |
22 | | live; and

1 | | WHEREAS, The Lincoln Foundation deploys a three-level |
2 | | process, allowing organizations to measure themselves against |
3 | | The Lincoln Foundation's criteria framework for organization |
4 | | excellence, modeled after The Malcolm Baldrige National |
5 | | Quality Award, including: Leadership, Strategic Planning, |
6 | | Customer Focus, Measurement, Analysis and Knowledge |
7 | | Management, Workforce Focus, Operations Focus, and Results; |
8 | | and
|
9 | | WHEREAS, The Lincoln Foundation depends on volunteer |
10 | | examiners to carry out its evaluation process, bringing |
11 | | knowledge of the criteria, experience with quality systems, |
12 | | communication, leadership, and assessment skills in order to |
13 | | provide a feedback report to help Illinois organizations become |
14 | | world class; and |
15 | | WHEREAS, Examiners receive extensive preparation and |
16 | | support in learning about the Criteria for Performance |
17 | | Excellence and commit a significant amount of time, effort, and |
18 | | dedication in order to help organizations learn how to excel; |
19 | | and
|
20 | | WHEREAS, Joe Kilbride has contributed his expertise and |
21 | | more than 3,500 hours of his personal time during the past |
22 | | seventeen years to serving as a Senior Examiner for The Lincoln |

2 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
3 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
4 | | we congratulate Joe Kilbride on his volunteer work with The |
5 | | Lincoln Foundation for Performance Excellence and thank him for |
6 | | his time and commitment to help Illinois organizations excel; |
7 | | and be it further

8 | | RESOLVED, That a suitable copy of this resolution be |
9 | | presented to Joe Kilbride as a symbol of our respect and |
