2 | | WHEREAS, The members of the Illinois House of |
3 | | Representatives are pleased to congratulate Lynn Goldman on her |
4 | | 15th year of volunteer service to The Lincoln Foundation for |
5 | | Performance Excellence; and
|
6 | | WHEREAS, The Lincoln Foundation for Performance |
7 | | Excellence, founded in 1994, leads profit and non-profit |
8 | | organizations to performance excellence; and
|
9 | | WHEREAS, In order to foster a competitive market and |
10 | | provide the foundation for a vital Illinois economy, it is |
11 | | paramount that the values and ideas surrounding the concept of |
12 | | "continuous quality improvement" be heralded as an important |
13 | | priority for Illinois' business, education, government, |
14 | | healthcare, and non-profit sectors; and
|
15 | | WHEREAS, The key to providing the highest quality products |
16 | | and services is a continuous process of self-evaluation; all |
17 | | organization, large and small, must strive for and make a |
18 | | commitment to a "continuous improvement process" so as to |
19 | | improve Illinois' quality of life and to make Illinois a state |
20 | | where organizations want to operate and where its citizens wish |
21 | | to live; and

1 | | WHEREAS, The Lincoln Foundation deploys a three-level |
2 | | process, allowing organizations to measure themselves against |
3 | | The Lincoln Foundation's seven criteria framework for |
4 | | organization excellence, modeled after The Malcolm Baldrige |
5 | | National Quality Award, of Leadership, Strategic Planning, |
6 | | Customer Focus, Measurement, Analysis and Knowledge |
7 | | Management, Workforce Focus, Operations Focus, and Results; |
8 | | and
|
9 | | WHEREAS, The Lincoln Foundation depends on volunteer |
10 | | Examiners to carry out its evaluation process and bring |
11 | | knowledge of the criteria, experience with quality systems, |
12 | | communication, leadership, and assessment skills in order to |
13 | | provide a feedback report to help Illinois organizations become |
14 | | world class; and
|
15 | | WHEREAS, Examiners receive extensive preparation and |
16 | | support in learning about the Criteria for Performance |
17 | | Excellence and commit a significant amount of time, effort, and |
18 | | dedication in order to help organizations learn how to excel; |
19 | | and |
20 | | WHEREAS, Ms. Goldman has contributed her expertise and |
21 | | personal time of over 3,000 hours over the past fifteen years |
22 | | to serve as an Examiner for the Lincoln Foundation; therefore, |

1 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
2 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
3 | | we congratulate Lynn Goldman on her volunteer work with The |
4 | | Lincoln Foundation for Performance Excellence and thank her for |
5 | | her time and commitment to helping Illinois organizations |
6 | | excel; and be it further

7 | | RESOLVED, That a suitable copy of this resolution be |
