|
2 | | WHEREAS, Public health issues are of paramount importance |
3 | | to the State and its units of local government; and
|
4 | | WHEREAS, Health disparities have a systemic and critical |
5 | | impact on morbidity and mortality rates in communities |
6 | | throughout the State; and
|
7 | | WHEREAS, The State is in need of a comprehensive review of |
8 | | its public health policymaking and regulatory framework in |
9 | | order to meet the needs of its diverse citizenry; and
|
10 | | WHEREAS, The State has the resources through its agencies, |
11 | | public and private universities, and community-based |
12 | | organizations to conduct a comprehensive review of its public |
13 | | health policies and policymaking infrastructure; and
|
14 | | WHEREAS, Population health status and health services |
15 | | needs unique to Illinois should be reflected in the research |
16 | | and policy analysis work of researchers, planners, and policy |
17 | | analysts; and
|
18 | | WHEREAS, The Community Engagement and Research Core is a |
19 | | federally-funded component of the University of Illinois at |
20 | | Chicago Center for Clinical and Translational Science, engaged |

1 | | in broad-based, action-oriented public health policy research |
2 | | and dissemination; and
|
3 | | WHEREAS, This comprehensive review of the State's public |
4 | | health policies and
policymaking infrastructure is critical |
5 | | and necessary in order to fully benefit from federal health |
6 | | care reform, demonstrate additional efficiencies in the |
7 | | delivery of health care services to those most in need, and |
8 | | foster the relationship of public health to the larger |
9 | | community in terms of human, physical, fiscal, and program |
10 | | resources; and
|
11 | | WHEREAS, State policymakers will benefit from a |
12 | | comprehensive and well-developed study of the State's public |
13 | | health policies and policymaking infrastructure; therefore, be |
14 | | it
|
15 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
16 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
17 | | the Public Health Policy Task Force is hereby established to |
18 | | prepare a comprehensive report to the General Assembly on the |
19 | | State's public health policies and its public health |
20 | | policymaking infrastructure that shall include an Illinois |
21 | | policy agenda; and be it further |
22 | | RESOLVED, That members of the Public Health Policy Task |

1 | | Force shall include representatives from the House Healthcare |
2 | | and Health Disparities Committee; State agencies, including, |
3 | | without limitation, the Department of Public Health, the |
4 | | Department of Human Services, and the Department of Healthcare |
5 | | and Family Services; the Office of the Governor; research |
6 | | universities; relevant community-based organizations; and the |
7 | | provider community; and be it further

8 | | RESOLVED, That the Community Engagement and Research Core |
9 | | housed at the University of Illinois at Chicago is designated |
10 | | as the lead agency for administering the work of the Public |
11 | | Health Policy Task Force; and be it further |
12 | | RESOLVED, That members of the Public Health Policy Task |
13 | | Force shall be recommended to the General Assembly by the |
14 | | Chairman of the House Healthcare and Health Disparities |
15 | | Committee, which recommendations shall be submitted to the |
16 | | Governor for formal establishment of the Task Force; and be it |
17 | | further

18 | | RESOLVED, That the Task Force shall hold subject-matter |
19 | | hearings as necessary under the auspices of the House Health |
20 | | Care and Health Disparities Committee and shall prepare a |
21 | | report to be presented to members of the House Health Care and |
22 | | Health Disparities Committee on or before December 31, 2011; |
23 | | and be it further |
