2 | | WHEREAS, Recent media reports indicate that a state |
3 | | workers' compensation arbitrator who was to decide whether |
4 | | former Illinois State Trooper Matt Mitchell should be |
5 | | compensated for his injuries took actions to keep an |
6 | | arbitration hearing secret; and

7 | | WHEREAS, It was only through diligent work by the press |
8 | | that led to the Freedom of Information Act requests inquiring |
9 | | about the change of hearing place that led to the general |
10 | | public's knowledge of this arbitration action; and
|
11 | | WHEREAS, The chief of staff for the Illinois Attorney |
12 | | General spoke out against apparent deceptive practices |
13 | | manifested by the Illinois Workers' Compensation Commission |
14 | | when it appears to have attempted to mislead and prevent the |
15 | | public to be informed of a public arbitration hearing; |
16 | | therefore, be it

17 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
18 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that |
19 | | the Illinois Auditor General conduct an extraordinary |
20 | | compliance and programmatic audit of the Workers' Compensation |
21 | | Commission, with special, but not exclusive, attention, to the |
22 | | issue of possible collusion between the Commission and Illinois |
