HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of Samuel K.
4Gove; and
 
5    WHEREAS, Samuel Gove was born on December 27, 1923, in
6Walpole, Massachusetts; he was the son of Minnie L. and Chester
7B. Gove; and
 
8    WHEREAS, Samuel Gove attended Massachusetts State College
9from 1941 to 1943; he earned his bachelor's degree in economics
10from the University of Massachusetts in 1947 and his master's
11degree in political science from Syracuse University; and
 
12    WHEREAS, Samuel Gove served his country with pride and
13distinction as a lieutenant in the United States Naval Reserve
14during World War II; and
 
15    WHEREAS, Samuel Gove had a long and distinguished career at
16the University of Illinois; he began his career as research
17assistant professor in 1951 and became a full professor of
18political science in 1961; he served as acting director and
19director of the university's master's degree program in public
20administration from 1987 to 1989; and

1    WHEREAS, Samuel Gove directed the Institute of Government
2and Public Affairs at the University of Illinois for 18 years
3and served as director emeritus of the institute until his
4passing; he began his career with the institute as a research
5assistant in 1950, 3 years after it was created by the Illinois
6General Assembly; he later served as its acting director three
7times before becoming director in 1967; he also served as the
8director of the Illinois Legislative Staff Intern Program from
91962 to 1973 and was instrumental in conducting 17 state-wide
10assemblies on various issues facing the State between 1957 and
111982; and
 
12    WHEREAS, Samuel Gove was a member of the transition teams
13for incoming Illinois Governors Dan Walker and Jim Edgar; he
14was also a member of several commissions and advisory boards
15and served on the Illinois Board of Higher Education; and
 
16    WHEREAS, Samuel Gove was a co-founder of Illinois Issues
17magazine in 1975; he served as the magazine's founding chairman
18and served on its advisory board for 28 years; in 1990,
19Illinois Issues created the Samuel K. Gove Legislative Intern
20Hall of Fame to honor interns whose careers have exemplified
21public service; and
 
22    WHEREAS, Samuel Gove served in a variety of roles leading
23up to the 1970 Constitutional Convention in Illinois; he led a

1team that prepared a series of research papers that established
2the issues for the convention; and
 
3    WHEREAS, Samuel Gove enjoyed playing tennis and watching
4Illini football games; and
 
5    WHEREAS, Samuel Gove is survived by his 3 nephews and 2
6nieces; therefore, be it
 
7    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
8NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that
9we mourn, along with his family and friends, the passing of
10Samuel K. Gove; and be it further
 
11    RESOLVED, That a suitable copy of this resolution be
12presented to the family of Samuel Gove as an expression of our
13sympathy.
