| 1 | | HOUSE JOINT RESOLUTION

| 2 | | WHEREAS, The General Assembly passed House Bill 1216 |
| 3 | | (Public Act 97-503) in 2011 creating the School District |
| 4 | | Realignment and Consolidation Commission, which is also |
| 5 | | referred to as the Classrooms First Commission; and
|
| 6 | | WHEREAS, The Commission was chaired by Lieutenant Governor |
| 7 | | Sheila Simon; and
|
| 8 | | WHEREAS, The Commission was required by law to make |
| 9 | | recommendations to the Governor and the General Assembly on the |
| 10 | | number of school districts in this State, the optimal amount of |
| 11 | | enrollment for a school district, and where consolidation and |
| 12 | | realignment would be beneficial; and
|
| 13 | | WHEREAS, The Commission adopted 2 key goals during the |
| 14 | | course of its deliberations, improving educational opportunity |
| 15 | | and improving efficient use of educational resources; and
|
| 16 | | WHEREAS, The Commission reviewed current research, |
| 17 | | analyzed Illinois educational data, held 8 public hearings |
| 18 | | statewide, and garnered comments from more than 500 individuals |
| 19 | | representing 75 counties and a broad representation of |
| 20 | | stakeholders; and
|

| 1 | | WHEREAS, The Commission adopted and filed its final report |
| 2 | | with the Governor and General Assembly on June 29, 2012, with |
| 3 | | the report containing 23 recommendations focusing on |
| 4 | | reorganization, educational shared services, operational |
| 5 | | shared services, and in-district efficiency; and
|
| 6 | | WHEREAS, The General Assembly was not in session on the day |
| 7 | | that the Commission's report was filed; and
|
| 8 | | WHEREAS, The General Assembly must vote on whether to |
| 9 | | accept the Commission's report by the adoption of a resolution |
| 10 | | by a record vote of a majority of the members elected in each |
| 11 | | house; and
|
| 12 | | WHEREAS, The General Assembly must vote on whether to |
| 13 | | accept the report within 14 days after the General Assembly |
| 14 | | convenes for the first time after the report was filed; and
|
| 15 | | WHEREAS, Legislation may be introduced at a later time to |
| 16 | | authorize specific recommendations in the report; therefore, |
| 17 | | be it

| 18 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
| 19 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
