2 | | AMENDMENT NO. ___. Amend House Joint Resolution 69 by |
3 | | replacing everything after the heading with the following: |
4 | | "WHEREAS, In accordance with subsection (b) of Section 2 of
|
5 | | Article VIII of the Illinois Constitution, the General Assembly |
6 | | has adopted House Joint Resolution 68 setting forth the |
7 | | estimates of general funds the General Assembly expects to be |
8 | | available during State fiscal year 2013; and |
9 | | WHEREAS, The General Assembly has found that |
10 | | $33,719,000,000 is available in general funds for spending and |
11 | | for the payment of unpaid State obligations; and |
12 | | WHEREAS, Before the General Assembly makes allocations to |
13 | | the appropriation committees there are non-discretionary |
14 | | general funds spending items that should first be deducted; |

2 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
3 | | SENATE CONCURRING HEREIN, that the non-discretionary items |
4 | | shall be:

5 | | Pensions - $5,100,000,000
|
6 | | Group Insurance - $1,171,185,400
|
7 | | Debt Service - $2,218,000,000 |
8 | | Statutory Transfers Out - $2,142,000,000
|
9 | | Medicaid - $6,638,953,200
|
10 | | For the backlog of unpaid State obligations from the |
11 | | Medicaid program, with 50% of this amount being provided from |
12 | | Federal reimbursements - $1,000,000,000 |
13 | | For the backlog of unpaid State obligations not related to |
14 | | the Medicaid program - $300,000,000; and be it further |
15 | | RESOLVED, That after spending for these non-discretionary |
16 | | items, of the general funds revenues that are estimated by the |
17 | | General Assembly, by joint resolution, to be available during |
18 | | State fiscal year 2013 and that are allocated to the |
19 | | appropriation committees for appropriation, the amount and |
20 | | percentage available to each House appropriation committee, |
21 | | assuming the allowance of an overall appropriation lapse of |
22 | | $650,000,000, are as follows:

10 | | RESOLVED, That the aforementioned amounts available to |
11 | | each appropriation committee are contingent upon actions being |
12 | | taken to reduce the accrual of Medicaid obligations incurred |
13 | | during State fiscal year 2013 in the amount of $2,700,000,000, |
14 | | and if this reduction is not achieved in full, then the amount |
15 | | deducted for the Medicaid program must be increased |
16 | | accordingly, and the amounts available to each appropriation |
17 | | committee must be reduced accordingly; and be it further |
18 | | RESOLVED, That if the actual amount of general funds that |
19 | | become available during State fiscal year 2013 exceeds the |
20 | | General Assembly's estimates set forth in House Joint |
21 | | Resolution 68, then that excess shall first be used to reduce |
22 | | the backlog of unpaid State obligations to the extent |
23 | | authorized by law, with the Comptroller prioritizing voucher |
24 | | payments for Medicaid obligations and any other obligations for |
