2 | | AMENDMENT NO. ___. Amend House Joint Resolution 45 by |
3 | | replacing everything after the heading with the following:

4 | | "WHEREAS, The Illinois House of Representatives has |
5 | | established prudent fiscal parameters for the
State budget with |
6 | | House Resolution 110, which required the House Revenue & |
7 | | Finance Committee to set the total amount
of general fund |
8 | | expenses for Fiscal Year 2012, and House Resolution 158, which |
9 | | required that any amount of additional State revenue be used to |
10 | | pay the
backlog of unpaid State obligations rather than being |
11 | | spent on more State services; and

12 | | WHEREAS, The Illinois House of Representatives passed the |
13 | | two fiscally responsible
resolutions by a vote of 112-0-0 for |
14 | | House Resolution 110 and 114-0-2 for House Resolution 158, |
15 | | respectively; and |

1 | | WHEREAS, The Illinois House of Representatives established |

9 | | WHEREAS, The Illinois House of Representatives passed the |
10 | | two fiscally responsible
resolutions by a vote of 93-11-5 for |
11 | | House Resolution 707 and 91-16-3 for House Resolution 706, |
12 | | respectively; and |
13 | | WHEREAS, The Illinois House and the Illinois Senate passed |
14 | | several State budget bills that held spending under the House |
15 | | Revenue & Finance Committee's State revenue estimate; and

16 | | WHEREAS, The State of Illinois would have paid employees |
17 | | represented by the American Federation of State, County, and |
18 | | Municipal Employees (AFSCME) an estimated $2,762,956,700 in |
19 | | all funds for payroll costs before the House of Representatives |
20 | | and the Senate reduced the budget for Fiscal Year 2012; and |
21 | | WHEREAS, The Cost of Living Allowance (COLA) for employees |
22 | | represented by the American Federation of State, County, and |

1 | | Municipal Employees (AFSCME) has averaged an increase of 4.25% |
2 | | over the past 5 fiscal years; and |
3 | | WHEREAS, The Consumer Price Index has averaged an increase |
4 | | of 1.95% from the years 2007 to 2010; therefore, be it |
5 | | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE |
6 | | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE |
7 | | SENATE CONCURRING HEREIN, that the State shall appropriate no |
8 | | amount for
new wage increases associated with any and all |
9 | | collectively bargained contracts throughout State
government |
10 | | for the Fiscal Year 2013 budget; and be it further
|
11 | | RESOLVED, That it shall be the policy of the State of |
12 | | Illinois that the size of, or a reduction in, the State |
13 | | employee workforce shall not be a topic of collective |
14 | | bargaining.". |
