1 | HOUSE JOINT RESOLUTION
| ||||||
2 | WHEREAS, Dyslexia is a specific learning disability that is | ||||||
3 | neurological in origin and is characterized by difficulties | ||||||
4 | with accurate or fluent word recognition and by poor spelling | ||||||
5 | and decoding abilities; and
| ||||||
6 | WHEREAS, These difficulties typically are caused by a | ||||||
7 | deficit in the phonological component of language that is | ||||||
8 | unexpected in relation to other cognitive abilities and to the | ||||||
9 | provision of effective classroom instruction; and
| ||||||
10 | WHEREAS, Secondary consequences may include problems in | ||||||
11 | reading comprehension and reduced reading experience that can | ||||||
12 | impede growth of vocabulary and background knowledge; and | ||||||
13 | WHEREAS, Dyslexia, which occurs on a continuum of severity, | ||||||
14 | affects between 10 and 20 percent of the population according | ||||||
15 | to the National Institutes of Health; and

16 | WHEREAS, An estimated 200,000 Illinois students, from | ||||||
17 | kindergarten through postgraduate studies, learn differently | ||||||
18 | and would benefit from receiving accessible content; and | ||||||
19 | WHEREAS, Research shows significant improvements in | ||||||
20 | reading comprehension, content acquisition, reading accuracy, |

1 | self-confidence, and reading rates for students with dyslexia | ||||||
2 | who used accessible materials, such as audiobooks, in their | ||||||
3 | education; and
| ||||||
4 | WHEREAS, Illinois students, parents, teachers, and | ||||||
5 | residents will benefit from increased awareness of the nature | ||||||
6 | of dyslexia, the early warning signs of dyslexia, and the value | ||||||
7 | of accessible educational materials and multisensory language | ||||||
8 | interventions for students with dyslexia; and
| ||||||
9 | WHEREAS, Greater recognition and understanding are | ||||||
10 | necessary to ensure that individuals with dyslexia are | ||||||
11 | accurately identified and provided with appropriate services | ||||||
12 | so that they might lead maximally productive lives; therefore, | ||||||
13 | be it
| ||||||
14 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
15 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE | ||||||
16 | SENATE CONCURRING HEREIN, that we declare the month of
October | ||||||
17 | 2011 as Dyslexia Awareness Month in the State of Illinois; and | ||||||
18 | be it further

19 | RESOLVED, That we join in celebrating the success of | ||||||
20 | students with dyslexia and the different ways by which these | ||||||
21 | students learn; and be it further |

1 | RESOLVED, That we support the November 1, 2011 event to be | ||||||
2 | hosted by the Illinois Dyslexia Advisory Council for parents, | ||||||
3 | educators, and legislators; and be it further
| ||||||
4 | RESOLVED, That a suitable copy of this resolution be | ||||||
5 | presented to the Illinois Dyslexia Advisory Council as a symbol | ||||||
6 | of our respect and esteem.
