Amends the State Finance Act. Creates the FY12 Medicaid Bill Reduction Fund and the FY12 Bill Reduction Fund as special funds in the State treasury. Provides that, subject to appropriation, moneys in those funds shall be used by the Comptroller for the payment of unpaid State Medicaid obligations and unpaid State obligations, respectively, and for no other purpose. Provides that, as soon as practical, the Comptroller shall order transferred and the Treasurer shall transfer an amount equal to $1 from the General Revenue Fund into the FY12 Medicaid Bill Reduction Fund and an amount equal to $1 from the General Revenue Fund to the FY12 Bill Reduction Fund. Effective immediately.

4 | | Section 5. The State Finance Act is amended by adding |
5 | | Sections 5.811, 5.812, 6z-93, and 6z-94 as follows: |

12 | | The FY12 Medicaid Bill Reduction Fund is created as a special |
13 | | fund in the State treasury. Subject to appropriation, moneys in |
14 | | the Fund shall be used by the Comptroller for the payment of |
15 | | unpaid Medicaid obligations of the State and for no other |
16 | | purpose. As soon as practical after the effective date of this |
17 | | amendatory Act of the 97th General Assembly, the Comptroller |
18 | | shall order transferred and the Treasurer shall transfer an |
19 | | amount equal to $1 from the General Revenue Fund into the FY12 |
20 | | Medicaid Bill Reduction Fund. |
