AMENDMENT TO HOUSE BILL 5789

2    AMENDMENT NO. ______. Amend House Bill 5789 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Natural Resources
5(Conservation) Law of the Civil Administrative Code of Illinois
6is amended by adding Section 805-555 as follows:
 
7    (20 ILCS 805/805-555 new)
8    Sec. 805-555. Entrance fees.
9    (a) The General Assembly finds that a dedicated funding
10stream shall be established for the operation and maintenance
11of sites owned, managed, or leased by the Department to help
12ensure that these State treasures will be properly maintained
13and remain accessible to the public for generations to come.
14    (b) The Department may charge an annual vehicle access fee
15for access to properties owned, managed, or leased by the
16Department.

1    (c) The Department may charge a daily vehicle access fee to
2site visitors who have not paid the current annual vehicle
3access fee.
4    (d) The Department may establish a fine for individuals who
5enter a site in a vehicle without paying the annual vehicle
6access fee or daily vehicle access fee.
7    (e) Revenue generated by the fees and fine assessed
8pursuant to this Section shall be deposited into the State
9Parks Fund or the Wildlife and Fish Fund, special funds in the
10State treasury.
11    (f) The Department may charge a reduced annual vehicle
12access fee or reduced daily vehicle access fee for Illinois
13residents possessing a valid Illinois trapping license, valid
14Illinois hunting license, valid Illinois fishing license, or
15valid Illinois sportsmen's combination license. The reduced
16annual vehicle access fee and reduced daily access fee for
17these license holders shall not be less than 50% of the fees
18adopted by the Department for the annual vehicle access fee and
19daily vehicle access fee for all other site visitors.
20    (g) The Department shall adopt any and all rules necessary
21to implement this Section.
 
22    Section 99. Effective date. This Act takes effect July 1,
232012.".
