| | Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Authorizes the Department to charge an annual vehicle admission fee and daily access fee for entrance to properties owned, managed, leased, or all by the Department. Provides that the Department may charge a daily access fee to pedestrians and to owners of vehicles that do not have a current annual vehicle sticker. Provides that the Department may establish a fee for individuals who use a park without paying the annual vehicle admission fee or daily access fee. Requires revenue generated by the annual vehicle admission and daily access fees to be deposited into the State Parks Fund or Wildlife and Fish Fund. Authorizes the Department to adopt any rules necessary to implement these fees. Effective July 1, 2012.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Department of Natural Resources |

6 | | is amended by adding Section 805-555 as follows: |
7 | | (20 ILCS 805/805-555 new) |
8 | | Sec. 805-555. Entrance fees. |
9 | | (a) The General Assembly finds that a dedicated funding |
10 | | stream shall be established for the operation and maintenance |
11 | | of State parks to help ensure that these State treasures will |
12 | | be properly maintained and remain accessible to the public for |
13 | | generations to come. |
14 | | (b) The Department may charge an annual vehicle admission |
15 | | fee for access to properties owned, managed, leased, or all by |
16 | | the Department. |
17 | | (c) The Department may charge a daily access fee to |
18 | | pedestrians and to the owners of vehicles that do not have a |
19 | | current annual vehicle sticker. |
20 | | (d) The Department may establish a fee for individuals who |
21 | | use a park without paying the annual vehicle admission fee or |
22 | | daily access fee. |
