SYNOPSIS AS INTRODUCED:
 
20 ILCS 805/805-555 new

    Amends the Department of Natural Resources (Conservation) Law of the Civil Administrative Code of Illinois. Authorizes the Department to charge an annual vehicle admission fee and daily access fee for entrance to properties owned, managed, leased, or all by the Department. Provides that the Department may charge a daily access fee to pedestrians and to owners of vehicles that do not have a current annual vehicle sticker. Provides that the Department may establish a fee for individuals who use a park without paying the annual vehicle admission fee or daily access fee. Requires revenue generated by the annual vehicle admission and daily access fees to be deposited into the State Parks Fund or Wildlife and Fish Fund. Authorizes the Department to adopt any rules necessary to implement these fees. Effective July 1, 2012.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Natural Resources
5(Conservation) Law of the Civil Administrative Code of Illinois
6is amended by adding Section 805-555 as follows:
 
7    (20 ILCS 805/805-555 new)
8    Sec. 805-555. Entrance fees.
9    (a) The General Assembly finds that a dedicated funding
10stream shall be established for the operation and maintenance
11of State parks to help ensure that these State treasures will
12be properly maintained and remain accessible to the public for
13generations to come.
14    (b) The Department may charge an annual vehicle admission
15fee for access to properties owned, managed, leased, or all by
16the Department.
17    (c) The Department may charge a daily access fee to
18pedestrians and to the owners of vehicles that do not have a
19current annual vehicle sticker.
20    (d) The Department may establish a fee for individuals who
21use a park without paying the annual vehicle admission fee or
22daily access fee.
23    (e) Revenue generated by the annual vehicle admission and

1daily access fee shall be deposited into the State Parks Fund
2or the Wildlife and Fish Fund, special funds in the State
3treasury.
4    (f) The Department may adopt any rules necessary to

6    Section 99. Effective date. This Act takes effect July 1,
72012.
