| Amends the Lobbyist Registration Act. Prohibits any elected or appointed official of a unit of local government or school district whose term of office begins on or after the effective date of the amendatory Act from being a contractual lobbyist. Authorizes such a person, however, to be an exclusive lobbyist.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:
|
| 4 | | Section 5. The Lobbyist Registration Act is amended by |
| 5 | | adding Section 4.7 and changing Section 9 as follows:
|
| 6 | | (25 ILCS 170/4.7 new) |
| 7 | | Sec. 4.7. Holders of local offices. No person holding any |
| 8 | | office for a unit of local government or school district, |
| 9 | | either by election or appointment under the laws of this State, |
| 10 | | and whose term to that office begins on or after the effective |
| 11 | | date of this Section may be a contractual lobbyist. However, |
| 12 | | such a person may be an exclusive lobbyist.

this Act shall be construed to infringe |
| 15 | | in any way the right of a citizen, including the holder of an |
| 16 | | elective local government office,
