| 4 | | "Section 5. The Freedom of Information Act is amended by |
| 5 | | adding Section 2.21 as follows:

| 6 | | (5 ILCS 140/2.21 new) |
| 7 | | Sec. 2.21. Records related to workers' compensation claims |
| 8 | | by State employees. All records related to the evaluation, |
| 9 | | processing, or payment of workers' compensation claims of State |
| 10 | | employees, including medical and test reports that do not |
| 11 | | disclose the identity of the patient or claimant, are public |
| 12 | | records subject to inspection and copying in accordance with |
| 13 | | the provisions of this Act, unless those records relate to or |
| 14 | | affect the security of correctional institutions or detention |
| 15 | | facilities and are, therefore, exempt from disclosure under |
| 16 | | subdivision (1)(e) of Section 7 of this Act.".
