SYNOPSIS AS INTRODUCED:
 
35 ILCS 200/18-184.15 new
30 ILCS 805/8.36 new

    Amends the Property Tax Code. Provides that the county clerk shall abate 10% of the property taxes levied by each taxing district upon residential property owned by an active duty or retired member of the United States Armed Forces. Amends the State Mandates Act to require implementation without reimbursement by the State.

1    AN ACT concerning revenue.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Property Tax Code is amended by adding
5Section 18-184.15 as follows:
 
6    (35 ILCS 200/18-184.15 new)
7    Sec. 18-184.15. Abatement for members of the United States
8Armed Forces. Beginning in taxable year 2012, the county clerk
9shall abate 10% of the property taxes levied by each taxing
10district upon residential property owned by an active duty or
11retired member of the United States Armed Forces.
12    As used in this Section, the following terms have the
13following meanings. "Active duty member of the United States
14Armed Forces" means a member of the Armed Services or Reserve
15Forces of the United States or a member of the Illinois
16National Guard who is called to active duty pursuant to an
17executive order of the President of the United States, an act
18of the Congress of the United States, or an order of the
19Governor. "Retired member of the United States Armed Forces"
20means a member in good standing of the Armed Services or
21Reserve Forces of the United States or the Illinois National
22Guard who possesses a certificate of retirement eligibility.

1    Section 90. The State Mandates Act is amended by adding
2Section 8.36 as follows:
 
3    (30 ILCS 805/8.36 new)
4    Sec. 8.36. Exempt mandate. Notwithstanding Sections 6 and 8
5of this Act, no reimbursement by the State is required for the
6implementation of any mandate created by this amendatory Act of
7the 97th General Assembly.
