Amends the Illinois Highway Code. Provides that the Department of Transportation has the power to contract with and grant concessions to or lease or license to any person, partnership, firm, association, or corporation the use of rest areas on State highways for motor fuel service stations and facilities, garages, stores, restaurants, or any other lawful purpose, and to fix the terms, conditions, rents, rates and charges for such use.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Highway Code is amended by changing |
5 | | Section 4-201.14 as follows:
|
6 | | (605 ILCS 5/4-201.14) (from Ch. 121, par. 4-201.14)

7 | | Sec. 4-201.14.
(a) To construct, maintain and operate rest |
8 | | areas on State
highways.
|
9 | | In the operation of rest areas, the Department is |
10 | | authorized to
prescribe reasonable rules and regulations not |
11 | | inconsistent with law,
limiting the duration of rest stops and |
12 | | promulgating instructions and
restrictions for the use and |
13 | | enjoyment of the rest area.

14 | | (b) To construct rest areas on highways not on the State |
15 | | highway system
when such highways are constructed under Section |
16 | | 3-104.3 of this Code.

17 | | (c) To contract with and grant concessions to or lease or |
18 | | license to any person, partnership, firm, association, or |
19 | | corporation the use of rest areas on State highways for motor |
20 | | fuel service stations and facilities, garages, stores, |
21 | | restaurants, or any other lawful purpose, and to fix the terms, |
