Amends the Department of Employment Security Law of the
Civil Administrative Code of Illinois. Provides that the Department of Employment Security shall create a web-based application using data from the Quarterly Census of Employment and Wages (QCEW) program of the Bureau of Labor Statistics and that the Department shall make the application available to the public on its website. Provides that the application shall enable a user to enter specified data and shall generate a spreadsheet setting forth, for each North American Industry Classification System (NAICS) business classification code having the number of digits specified by the user, specified employee or employer information from the QCEW program. Provides that information may not be disclosed if disclosure would violate State or federal privacy or confidentiality laws, regulations, or restrictions and the spreadsheet shall include notations where that information is not disclosed. Provides that the application shall make the spreadsheet available for viewing online and downloading by the user and the Department's website shall contain instructions for the use of the application.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Department of Employment Security Law of the
|
5 | | Civil Administrative Code of Illinois is amended by adding |
6 | | Section 1005-165 as follows: |
7 | | (20 ILCS 1005/1005-165 new) |
8 | | Sec. 1005-165. Web-based application; employment data. The |
9 | | Department of Employment Security shall create a web-based |
10 | | application using data from the Quarterly Census of Employment |
11 | | and Wages (QCEW) program (formerly known as the ES-202 program) |
12 | | of the Bureau of Labor Statistics. The Department shall make |
13 | | the application available to the public on its website. The |
14 | | application shall enable a user to (A) indicate whether the |
15 | | user is seeking information regarding employees or employers |
16 | | and (B) enter the following data: |
17 | | (i) a number from 2 to 6, which shall represent a |
18 | | number of North American Industry Classification System |
19 | | (NAICS) business classification code digits; |
20 | | (ii) 2 numbers representing a lower bound and an upper |
21 | | bound for establishment size by number of employees (the |
22 | | lower bound or upper bound or both may be omitted); |
23 | | (iii) 2 numbers representing a lower bound and an upper |

1 | | bound for a range of wages (the lower bound or upper bound |
2 | | or both may be omitted); and |
3 | | (iv) any combination of zip codes, census block group |
4 | | numbers, and census tract numbers that describe a |
5 | | geographical region. |
6 | | If the user has indicated that the user is seeking |
7 | | information regarding employees, then the application shall |
8 | | generate, based upon the data entered by the user, a |
9 | | spreadsheet setting forth, for each NAICS business |
10 | | classification code having the number of digits specified by |
11 | | the user, information from the QCEW program concerning the |
12 | | number of persons employed within the specified geographic |
13 | | region for every calendar quarter for which information is |
14 | | available. Information shall be further limited by |
15 | | establishment size if a lower bound or upper bound or both are |
16 | | specified under item (ii) and by wage range if a lower bound or |
17 | | upper bound or both are specified under item (iii). |
18 | | If the user has indicated that the user is seeking |
19 | | information regarding employers, then the application shall |
20 | | generate, based upon the data entered by the user, a |
21 | | spreadsheet setting forth, for each NAICS business |
22 | | classification code having the number of digits specified by |
23 | | the user, information from the QCEW program concerning the |
24 | | number of employers within the specified geographic region for |
25 | | every calendar quarter for which information is available. |
26 | | Information shall be further limited by establishment size if a |

1 | | lower bound or upper bound or both are specified under item |
2 | | (ii) and by wage range if a lower bound or upper bound or both |
3 | | are specified under item (iii). |
4 | | Information may not be disclosed under this Section if |
5 | | disclosure of that information would violate State or federal |
