Amends the Election Code. Provides that, if an application for an absentee ballot is received at least 45 days before the election and the local election authority fails to mail the absentee ballot not less than 45 days before the election, then the local election authority shall forgo any grant or payment of funds from the State Board of Elections for at least a year following the date of the election. Effective immediately.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 5. The Election Code is amended by adding Section |
5 | | 20-4.5 as follows: |
6 | | (10 ILCS 5/20-4.5 new) |
7 | | Sec. 20-4.5. Failure to send absentee ballots. For cases in |
8 | | which the official postcard or application is received at least |
9 | | 45 days before an election, if the local election authority |
10 | | fails to mail the absentee ballot not less than 45 days before |
11 | | the election, then the local election authority shall forgo any |
12 | | grant or payment of funds from the State Board of Elections for |
13 | | at least a year following the date of the election.

14 | | Section 99. Effective date. This Act takes effect upon |
15 | | becoming law.
