3 | | Section 10. Illinois College Choice Reports.

4 | | (a) The Illinois Community College Board, the Board
of |
5 | | Higher Education, an organization representing the public |
6 | | policy interests of this State's private, non-profit colleges |
7 | | and universities, and the Illinois Higher Education Consortium |
8 | | shall form a committee to inform the development of the |
9 | | Illinois College Choice Reports. The purpose of these reports |
10 | | is to inform students' college choices by providing current |
11 | | information in a consistent and comparable format, including |
12 | | without limitation costs, student demographics, student |
13 | | progress and attainment, application and admission data, areas |
14 | | of study, and certificate or degree completion. Development of |
15 | | the reporting mechanisms must be completed on or before January |
16 | | 1, 2014. After development, the Board of Higher Education and |
17 | | the Illinois Community College Board shall collect data |
18 | | annually and make it publicly available. |
19 | | (b) The Illinois College Choice Reports shall be (i) |
20 | | clearly linked to performance funding metrics and the goals of |
21 | | the Illinois Public Agenda for College and Career Success and |
22 | | (ii) simple to read and clearly indicative of minority and |
23 | | low-income student access, student progress, and progress |
24 | | towards increasing college completion. |
25 | | (c) The Illinois College Choice Reports may include, but |

1 | | need not be limited to, the following, in accordance with the |
2 | | applicable data available for collection by the Illinois |
3 | | Community College Board and the Board of Higher Education at |
4 | | the time the reports are prepared for publication: |
5 | | (1) Costs, such as tuition and net price data, required |
6 | | fees, room and board on campus, and student loan default |
7 | | rates. |
8 | | (2) Students, such as total number, gender, race and |
9 | | ethnicity,
full or part-time status, and degree seeking or |
10 | | non-degree seeking. |
11 | | (3) Student success and progress, such as percentage of |
12 | | students who have graduated or are still enrolled in a |
13 | | higher education institution within 150% of the expected |
14 | | time to get a degree, degree completion measures, measures |
15 | | of retention and persistence, passage rates for licensure |
16 | | and certification, job placement rates, and student |
17 | | learning measures. |
18 | | (4) Admissions or acceptance, such as whether a higher |
19 | | education institution has open admission or has admission |
20 | | criteria; for those that are not open, a statement of the |
21 | | standards; and, for those having programs requiring |
22 | | acceptance, a statement of the criteria. |
23 | | (5) Applicant information, such as new freshmen |
24 | | applicants,
percentage of freshman applicants admitted, |
25 | | and percentage of admitted freshmen that enrolled. |
26 | | (6) Classroom experiences, such as areas of study or |

1 | | areas of concentration with the largest number of students. |
2 | | (7) Educational outcomes, such as associate's or |
3 | | bachelor's
degrees and certificates awarded per year, |
4 | | measures of intent, and
employment. |
5 | | (d) The committee formed under subsection (a) of this |
6 | | Section shall take into account existing data initiatives and |
7 | | sources, including without limitation the longitudinal data |
8 | | system, in order to minimize unnecessary additional data |
9 | | collection or reporting and to utilize existing common data
|
10 | | definitions. It shall be the responsibility of the governing |
11 | | body
of the longitudinal data system to identify which data are |
12 | | immediately available and make recommendations for which |
13 | | measures may reasonably be included in the Illinois College |
14 | | Choice Reports and for future collection of the most useful |
15 | | data that are not currently available. |
16 | | (e) The Illinois Community College Board shall develop the |
17 | | Illinois College Choice Reports with input from the Board's |
18 | | MIS/ILDS Research and Longitudinal Data Advisory Committee, |
19 | | appointed by the Board pursuant to Section 2-7 of the Public |
20 | | Community College Act. The Board of Higher Education shall seek |
21 | | input from stakeholder groups in developing the Illinois |
22 | | College Choice Reports. |
23 | | (f) The Illinois Community College Board and the Board of |
24 | | Higher Education shall regularly inform the chairperson of the |
25 | | Illinois P-20
Council's Joint Education Leadership Committee |
26 | | on the status of the
implementation of the Illinois College |

1 | | Choice Reports. At the request of the Illinois Community |
2 | | College Board and the Board of Higher Education, the |
3 | | chairperson of the Illinois P-20 Council's Joint Education |
4 | | Leadership Committee shall convene meetings of the committee |
5 | | formed under subsection (a) of this Section as needed. |
6 | | (g) In making the Illinois College Choice Reports publicly |
7 | | available on their Internet websites, the Illinois Community |
8 | | College Board and the Board of Higher Education shall include |
9 | | links to connect to other resources, such as the Illinois |
10 | | Student Assistance Commission, that provide information used |
11 | | to inform student college choice. |
12 | | (h) On or before January 1, 2015 and on or before January 1 |
13 | | of each year thereafter, the Board of Higher Education and the |
14 | | Illinois Community College Board shall prepare Illinois |
15 | | College Choice Reports for each higher education institution |
16 | | approved to operate and grant degrees in this State. On or |
17 | | before January 1 of each year, the reports must be made |
18 | | available on the Board of Higher Education's and the Illinois |
19 | | Community College Board's Internet websites and clearly linked |
20 | | to and from each higher education institution's Internet |
21 | | website. The Illinois Student Assistant Commission's Internet |
22 | | website shall link to the annually updated reports.

23 | | Section 99. Effective date. This Act takes effect upon |
24 | | becoming law.".
