2 | | AMENDMENT NO. ______. Amend House Bill 4986, AS AMENDED, by |
3 | | replacing everything after the enacting clause with the |
4 | | following:

5 | | "Section 5. The Illinois Solid Waste Management Act is |
6 | | amended by adding Section 10 as follows: |
7 | | (415 ILCS 20/10 new) |
8 | | Sec. 10. The Task Force on the Advancement of Materials |
9 | | Recycling. |
10 | | (a) The Task Force on the Advancement of Materials |
11 | | Recycling
is hereby created to review the status of recycling |
12 | | and solid waste management planning in Illinois. The goal of |
13 | | the Task Force is to investigate and provide recommendations |
14 | | for expanding waste reduction, recycling, reuse, and |
15 | | composting in Illinois in a manner that protects the |
16 | | environment, as well as public health and safety, and promotes |

1 | | economic development. |
2 | | The Task Force's review shall include, but not be limited |
3 | | to, the following topics: county recycling and waste management |
4 | | planning; current and potential policies and initiatives in |
5 | | Illinois for waste reduction, recycling, composting, and |
6 | | reuse; funding for State and local oversight and regulation of |
7 | | solid waste activities; funding for State and local support of |
8 | | projects that advance solid waste reduction, recycling, reuse, |
9 | | and composting efforts; and the proper management of household |
10 | | hazardous waste. The review shall also evaluate the extent to |
11 | | which materials with economic value are lost to landfilling, |
12 | | and it shall also recommend ways to maximize the productive use |
13 | | of waste materials through efforts such as materials recycling |
14 | | and composting. |
15 | | (b) The Task Force on the Advancement of Materials |
16 | | Recycling shall consist of the following 21 members appointed |
17 | | as follows: |
18 | | (1) four legislators, appointed one each by the |
19 | | President of the Senate, the Minority Leader of the Senate, |
20 | | the Speaker of the House of Representatives, and the |
21 | | Minority Leader of the House of Representatives; |
22 | | (2) the Director of the Illinois Environmental |
23 | | Protection Agency, or his or her representative; |
24 | | (3) the Director of Commerce and Economic Opportunity, |
25 | | or his or her representative; |
26 | | (4) two persons appointed by the Director of Commerce |

1 | | and Economic Opportunity to represent local governments; |
2 | | (5) two persons appointed by the Director of the |
3 | | Illinois Environmental Protection Agency to represent a |
4 | | local solid waste management agency; |
5 | | (6) two persons appointed by the Director of the |
6 | | Illinois Environmental Protection Agency to represent the |
7 | | solid waste management industry; |
8 | | (7) one person appointed by the Director of Commerce |
9 | | and Economic Opportunity to represent non-profit |
10 | | organizations that provide recycling services; |
11 | | (8) one person appointed by the Director of Commerce |
12 | | and Economic Opportunity to represent recycling collection |
13 | | and processing services; |
14 | | (9) one person appointed by the Director of Commerce |
15 | | and Economic Opportunity to represent construction and |
16 | | demolition debris recycling services; |
17 | | (10) one person appointed by the Director of Commerce |
18 | | and Economic Opportunity to represent organic composting |
19 | | services; |
20 | | (11) one person appointed by the Director of Commerce |
21 | | and Economic Opportunity to represent general recycling |
22 | | interests; |
23 | | (12) one person appointed by the Director of the |
24 | | Illinois Environmental Protection Agency to represent |
25 | | environmental interest groups; |
26 | | (13) one person appointed by the Director of Commerce |

1 | | and Economic Opportunity to represent environmental |
2 | | interest groups; |
3 | | (14) one person appointed by the Director of the |
4 | | Illinois Environmental Protection Agency to represent a |
5 | | statewide manufacturing trade association; and |
6 | | (15) one person appointed by the Director of Illinois |
7 | | Environment Protection Agency to represent a statewide |
8 | | business association. |
9 | | (c) The Directors of Commerce and Economic Opportunity and |
10 | | the Illinois Environmental Protection Agency, or their |
11 | | representatives, shall co-chair and facilitate the Task Force. |
12 | | (d) The members of the Task Force shall be appointed no |
13 | | later than 90 days after the effective date of this amendatory |
14 | | Act of the 97th General Assembly. The members of the Task Force |
15 | | shall not receive compensation for serving as members of the |
16 | | Task Force, but may be reimbursed for actual expenses incurred |
17 | | in the performance of their duties from funds appropriated for |
18 | | that purpose. |
19 | | (e) The Task Force shall seek assistance from the Illinois |
20 | | Department of Central Management Services, the Illinois Green |
21 | | Economy Network, and the Illinois Green Governments |
22 | | Coordinating Council to help facilitate the task force, using |
23 | | technology, such as video conferencing and meeting space, with |
24 | | the goal of reducing costs and greenhouse gas emissions |
25 | | associated with travel. |
26 | | (f) The Task Force shall prepare a report that summarizes |

1 | | its work and makes recommendations resulting from its study, |
2 | | and it shall submit a report of its findings and |
3 | | recommendations to the Governor and the General Assembly no |
4 | | later than 2 years after the effective date of this amendatory |
5 | | Act of the 97th General Assembly. |
6 | | (g) The Task Force, upon issuing the report described in |
7 | | subsection (f) of this Section, is dissolved and this Section |
8 | | is repealed. ".
