1 | AN ACT concerning safety.

2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Illinois Solid Waste Management Act is | ||||||
5 | amended by adding Section 10 as follows: | ||||||
6 | (415 ILCS 20/10 new) | ||||||
7 | Sec. 10. The Task Force on the Advancement of Materials | ||||||
8 | Recycling. | ||||||
9 | (a) The Task Force on the Advancement of Materials | ||||||
10 | Recycling
is hereby created to review the status of recycling | ||||||
11 | and solid waste management planning in Illinois. The goal of | ||||||
12 | the Task Force is to investigate and provide recommendations | ||||||
13 | for expanding waste reduction, recycling, reuse, and | ||||||
14 | composting in Illinois in a manner that protects the | ||||||
15 | environment, as well as public health and safety, and promotes | ||||||
16 | economic development. | ||||||
17 | The Task Force's review shall include, but not be limited | ||||||
18 | to, the following topics: county recycling and waste management | ||||||
19 | planning; current and potential policies and initiatives in | ||||||
20 | Illinois for waste reduction, recycling, composting, and | ||||||
21 | reuse; funding for State and local oversight and regulation of | ||||||
22 | solid waste activities; funding for State and local support of | ||||||
23 | projects that advance solid waste reduction, recycling, reuse, |

1 | and composting efforts; and the proper management of household | ||||||
2 | hazardous waste. The review shall also evaluate the extent to | ||||||
3 | which materials with economic value are lost to landfilling, | ||||||
4 | and it shall also recommend ways to maximize the productive use | ||||||
5 | of waste materials through efforts such as materials recycling | ||||||
6 | and composting. | ||||||
7 | (b) The Task Force on the Advancement of Materials | ||||||
8 | Recycling shall consist of the following 21 members appointed | ||||||
9 | as follows: | ||||||
10 | (1) four legislators, appointed one each by the | ||||||
11 | President of the Senate, the Minority Leader of the Senate, | ||||||
12 | the Speaker of the House of Representatives, and the | ||||||
13 | Minority Leader of the House of Representatives; | ||||||
14 | (2) the Director of the Illinois Environmental | ||||||
15 | Protection Agency, or his or her representative; | ||||||
16 | (3) the Director of Commerce and Economic Opportunity, | ||||||
17 | or his or her representative; | ||||||
18 | (4) two persons appointed by the Director of Commerce | ||||||
19 | and Economic Opportunity to represent local governments; | ||||||
20 | (5) two persons appointed by the Director of the | ||||||
21 | Illinois Environmental Protection Agency to represent a | ||||||
22 | local solid waste management agency; | ||||||
23 | (6) two persons appointed by the Director of the | ||||||
24 | Illinois Environmental Protection Agency to represent the | ||||||
25 | solid waste management industry; | ||||||
26 | (7) one person appointed by the Director of Commerce |

1 | and Economic Opportunity to represent non-profit | ||||||
2 | organizations that provide recycling services; | ||||||
3 | (8) one person appointed by the Director of Commerce | ||||||
4 | and Economic Opportunity to represent recycling collection | ||||||
5 | and processing services; | ||||||
6 | (9) one person appointed by the Director of Commerce | ||||||
7 | and Economic Opportunity to represent construction and | ||||||
8 | demolition debris recycling services; | ||||||
9 | (10) one person appointed by the Director of Commerce | ||||||
10 | and Economic Opportunity to represent organic composting | ||||||
11 | services; | ||||||
12 | (11) one person appointed by the Director of Commerce | ||||||
13 | and Economic Opportunity to represent general recycling | ||||||
14 | interests; | ||||||
15 | (12) one person appointed by the Director of the | ||||||
16 | Illinois Environmental Protection Agency to represent | ||||||
17 | environmental interest groups; | ||||||
18 | (13) one person appointed by the Director of Commerce | ||||||
19 | and Economic Opportunity to represent environmental | ||||||
20 | interest groups; | ||||||
21 | (14) one person appointed by the Director of the | ||||||
22 | Illinois Environmental Protection Agency to represent a | ||||||
23 | statewide manufacturing trade association; and | ||||||
24 | (15) one person appointed by the Director of the | ||||||
25 | Illinois Environmental Protection Agency to represent a | ||||||
26 | statewide business association. |

1 | (c) The Directors of Commerce and Economic Opportunity and | ||||||
2 | the Illinois Environmental Protection Agency, or their | ||||||
3 | representatives, shall co-chair and facilitate the Task Force. | ||||||
4 | (d) The members of the Task Force shall be appointed no | ||||||
5 | later than 90 days after the effective date of this amendatory | ||||||
6 | Act of the 97th General Assembly. The members of the Task Force | ||||||
7 | shall not receive compensation for serving as members of the | ||||||
8 | Task Force, but may be reimbursed for actual expenses incurred | ||||||
9 | in the performance of their duties from funds appropriated for | ||||||
10 | that purpose. | ||||||
11 | (e) The Task Force shall seek assistance from the Illinois | ||||||
12 | Department of Central Management Services, the Illinois Green | ||||||
13 | Economy Network, and the Illinois Green Governments | ||||||
14 | Coordinating Council to help facilitate the Task Force, using | ||||||
15 | technology, such as video conferencing and meeting space, with | ||||||
16 | the goal of reducing costs and greenhouse gas emissions | ||||||
17 | associated with travel. | ||||||
18 | (f) The Task Force shall prepare a report that summarizes | ||||||
19 | its work and makes recommendations resulting from its study, | ||||||
20 | and it shall submit a report of its findings and | ||||||
21 | recommendations to the Governor and the General Assembly no | ||||||
22 | later than 2 years after the effective date of this amendatory | ||||||
23 | Act of the 97th General Assembly. | ||||||
24 | (g) The Task Force, upon issuing the report described in | ||||||
25 | subsection (f) of this Section, is dissolved and this Section | ||||||
26 | is repealed.
