4 | | "Section 5. The Adult Education Act is amended by changing |
5 | | Section 1-4 and by adding Section 1-5 as follows:

7 | | Sec. 1-4.
Except as otherwise provided in Section 1-5 of |
8 | | this Act, on On July 1, 2001, all powers and duties of the |
9 | | State Board
of Education and the State Superintendent of |
10 | | Education under this Act and
related grants and contracts shall |
11 | | be
transferred to the Illinois Community College Board, and |
12 | | references to
the State Board of Education or the State |
13 | | Superintendent of Education in this
Act or any other law |
14 | | concerning
adult and continuing education shall be deemed to |
15 | | refer to the Illinois
Community College Board. Except as |
16 | | otherwise provided in Section 1-5 of this Act, all All rules, |

by the State Board of |
2 | | Education or the State Superintendent of Education under

shall continue in effect as the rules,
standards, and |
4 | | procedures of the Illinois Community College Board, until
they |
5 | | are modified by the Illinois Community College Board. In order |
6 | | to
effect an orderly transition, from July 1, 2000 until July |
7 | | 1, 2001, the
State Board of Education and the State |
8 | | Superintendent of Education shall
coordinate administration of |
9 | | this Act with
the Illinois Community College Board.

12 | | Sec. 1-5. Licensed practice nursing and certified nurse |
13 | | assistant programs. |
14 | | (a) In this Section: |
15 | | "Program" means a non-degree granting program for licensed |
16 | | practice nursing or certified nurse assistants that has |
17 | | established a joint agreement with a public school for the |
18 | | purpose of providing students career and technical education |
19 | | courses. The program shall have been statutorily authorized to |
20 | | receive funding from the State Board of Education for operation |
21 | | purposes prior to July 1, 2001. |
22 | | "Student" means a student enrolled in a non-degree granting |
23 | | program for licensed practice nursing or certified nurse |
24 | | assistants. |
25 | | (b) The State Board of Education shall oversee and fund |

1 | | non-degree granting programs for licensed practice nursing or |
2 | | certified nurse assistants that have established a joint |
3 | | agreement with a public school for the purpose of providing |
4 | | students career and technical education courses. The program's |
5 | | related grants and contracts shall be transferred to the State |
6 | | Board of Education. All programs operating before the effective |
7 | | date of this amendatory Act of the 97th General Assembly shall |
8 | | be approved and continue to receive funding from the State |
9 | | Board of Education. |
10 | | (c) The State Board of Education shall provide funding for |
11 | | the programs, beginning with Fiscal Year 2013, in the same |
12 | | manner and expenditure that such programs received in Fiscal |
13 | | Year 2012. The State Board of Education may increase funding |
14 | | for the programs. The funding shall be provided from the State |
15 | | Board of Education's Career and Technical Education |
16 | | appropriation and shall not exceed a total of $1 million. |
17 | | (d) The State Board of Education shall adopt rules to |
18 | | implement this Section.

19 | | Section 99. Effective date. This Act takes effect upon |
20 | | becoming law.".
