Creates the Firearms Dealer Security Act. Provides that a federally licensed firearms dealer is required to equip and maintain its premises with an alarm system that includes video surveillance of all doors and windows. Provides that a violation is a petty offense with a fine of $1,000.

1 | | AN ACT concerning business.

2 | | Be it enacted by the People of the State of Illinois,

3 | | represented in the General Assembly:

4 | | Section 1. Short title. This Act may be cited as the |
5 | | Firearms Dealer Security Act. |
6 | | Section 5. Declaration of public policy. The business of |
7 | | dealing in firearms in the State of Illinois is declared to |
8 | | affect the public safety and welfare and to be subject to |
9 | | regulation and control in the public interest. It is further |
10 | | declared to be a matter of public interest and concern that the |
11 | | transaction of business as a firearms dealer be conducted in a |
12 | | safe and responsible manner. |
13 | | Section 10. Definitions. |
14 | | "Alarm system" means any system, including an electronic |
15 | | access control system, a surveillance video system, a security |
16 | | video system, a burglar alarm system, an emergency |
17 | | communication system, mass notification system, or any other |
18 | | electronic system that activates an audible, visible, remote, |
19 | | or recorded signal that is designed for the protection or |
20 | | detection of intrusion entry, theft, fire, vandalism, escape, |
21 | | or trespass, or other electronic systems designed for the |
22 | | protection of life by indicating the existence of an emergency |
