SYNOPSIS AS INTRODUCED:

    Amends the Child Vision and Hearing Test Act. Provides that vision and hearing screening services may be administered to preschool children 3 years of age or older in any public or private educational program or licensed child-care facility only once every 2 years prior to entering kindergarten. Provides that vision screening services may be conducted and administered by a physician licensed to practice medicine in all of its branches, an optometrist licensed under the Illinois Optometric Practice Act of 1987, or a certified vision screening technician. Provides that hearing screening services may be conducted and administered by a physician licensed to practice medicine in all of its branches, an audiologist licensed under the Illinois Speech-Language Pathology and Audiology Practice Act, or a certified hearing screening technician.

1    AN ACT concerning public health.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Child Vision and Hearing Test Act is amended
5by changing Sections 3 and 4 as follows:
 
6    (410 ILCS 205/3)  (from Ch. 23, par. 2333)
7    Sec. 3. Vision and hearing screening services shall be
8administered to all children as early as possible, but no later
9than their first year in any public or private education
10program, licensed day care center or residential facility for
11handicapped children; and periodically thereafter, to identify
12those children with vision or hearing impairments or both so
13that such conditions can be managed or treated. Vision and
14hearing screening services may be administered to preschool
15children 3 years of age or older in any public or private
16educational program or licensed child-care facility only once
17every 2 years prior to entering kindergarten.

20    Sec. 4. In addition to the program of hearing screening
21services established by the Department under this Act, the
22Department shall establish a program of vision screening

1services by January 1, 1980. The Department and the State Board
2of Education shall jointly develop rules and regulations
3governing standards, procedures, techniques and criteria for
4conducting and administering vision and hearing screening
5services and shall set standards for the training and
6qualifications of personnel to provide such services. Vision
7screening services may be conducted and administered by a
8physician licensed to practice medicine in all of its branches,
9an optometrist licensed under the Illinois Optometric Practice
10Act of 1987, or a certified vision screening technician.
11Hearing screening services may be conducted and administered by
12a physician licensed to practice medicine in all of its
13branches, an audiologist licensed under the Illinois
14Speech-Language Pathology and Audiology Practice Act, or a
15certified hearing screening technician.
