Amends the Lobbyist Registration Act. Requires that a registrant with a client that is a State agency, a unit of local government, a school district, or any other governmental entity that receives public funds must file with the Secretary of State a semi-annual report that details the lobbying activities undertaken on behalf of each such client. Effective immediately.

| 2 | | Be it enacted by the People of the State of Illinois,
|
| 3 | | represented in the General Assembly:

| 4 | | Section 5. The Lobbyist Registration Act is amended by |
| 5 | | adding Section 6.10 as follows:
|
| 6 | | (25 ILCS 170/6.10 new) |
| 7 | | Sec. 6.10. Reports on governmental entity clients. In |
| 8 | | addition to the reports required by Section 6, each registrant |
| 9 | | with a client that is a State agency as defined in the Illinois |
| 10 | | State Auditing Act, unit of local government, school district, |
| 11 | | or other governmental entity that receives public funds shall |
| 12 | | file semi-annually with the Secretary of State a report that |
| 13 | | details with respect to each such client the lobbying |
| 14 | | activities undertaken on behalf of that client during the |
| 15 | | reporting period. The Secretary of State by rule shall |
| 16 | | establish the reporting dates, the reporting periods, the |
| 17 | | report form, and the required contents of the report, including |
| 18 | | but not limited to the client's identifying information, |
| 19 | | billing amounts, and the officials lobbied. As used in this |
| 20 | | Section, "public funds" means funds appropriated by the General |
| 21 | | Assembly, a unit of local government, a school district, or any |
| 22 | | other governmental entity that receives public funds.
