Amends the Lobbyist Registration Act. Authorizes a State agency, a unit of local government, a school district, or any other governmental entity that receives public funds to designate no more than 2 natural persons at the same time as legislative liaisons or lobbyists to engage in lobbying General Assembly members with respect to legislative action. Permits a person serving in an elective office to lobby without designation and in addition to the designated persons. Effective immediately.

1 | | AN ACT concerning State government.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:

4 | | Section 5. The Lobbyist Registration Act is amended by |
5 | | adding Section 3.2 as follows: |
6 | | (25 ILCS 170/3.2 new) |
7 | | Sec. 3.2. Limit on number of liaisons and lobbyists |
8 | | designated by governmental entities. A State agency as defined |
9 | | in the Illinois State Auditing Act, unit of local government, |
10 | | school district, or other governmental entity that receives |
11 | | public funds may designate no more than 2 natural persons, |
12 | | whether employees or independent contractors, at the same time |
13 | | as liaisons or lobbyists to engage in lobbying members of the |
14 | | General Assembly with respect to legislative action. A person |
15 | | elected or appointed to an elective office may lobby on behalf |
16 | | of the State agency, unit of local government, school district, |
17 | | or other governmental entity to which the elective office |
18 | | relates without the designation authorized by this Section and |
19 | | in addition to the number of natural persons designated in |
20 | | accordance with this Section. As used in this Section, "public |
21 | | funds" means funds appropriated by the General Assembly, a unit |
22 | | of local government, a school district, or any other |
23 | | governmental entity that receives public funds.
