Amends the State Officials and Employees Ethics Act. Makes it a violation of the Act for an executive branch constitutional officer or a General Assembly member intentionally to discuss campaign fundraising with (i) those with State contract bids, offers, proposals, or responses pending with a State agency under the officer's or member's jurisdiction; (ii) applicants for State employment with the officer or member or with a State agency under the officer's or member's jurisdiction; or (iii) those with personal or financial interests in pending government activities or outcomes within the officer's or member's jurisdiction, control, or influence.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The State Officials and Employees Ethics Act is |
5 | | amended by adding Section 5-65 as follows: |
6 | | (5 ILCS 430/5-65 new) |
7 | | Sec. 5-65. Fundraising discussions. It is a violation of |
8 | | this Act for an officer or member intentionally to discuss |
9 | | fundraising of campaign contributions with (i) a natural person |
10 | | or entity whose submitted State contract bid, offer, proposal, |
11 | | or request-for-information response is pending with a State |
12 | | agency under the jurisdiction of the officer or member; (ii) an |
13 | | applicant for State employment with the officer or member or |
14 | | with a State agency under the jurisdiction of the officer or |
15 | | member; or (iii) a natural person or entity with a personal or |
16 | | financial interest in a pending government activity or outcome |
17 | | within the jurisdiction, control, or influence of the officer |
18 | | or member.
