1 | | (2) Two members of the General Assembly appointed by |
2 | | the Speaker of the House of Representatives. |
3 | | (3) Two members of the General Assembly appointed by |
4 | | the Minority Leader of the House of Representatives. |
5 | | (4) Two members of the General Assembly appointed by |
6 | | the President of the Senate. |
7 | | (5) Two members of the General Assembly appointed by |
8 | | the Minority Leader of the Senate. |
9 | | The members of the task force shall serve without |
10 | | compensation or reimbursement for any expenses. |
11 | | The members of the task force shall meet initially at the |
12 | | call of the Governor, shall select one member as chairperson at |
13 | | its initial meeting, and shall thereafter meet at the call of |
14 | | the chairperson. |
15 | | The Department of Commerce and Economic Opportunity shall |
16 | | provide administrative and other support to the task force. |
17 | | (b) The Border Community Task Force shall file a report by |
18 | | October 1, 2011, to the Governor and the General Assembly on |
19 | | the findings of the task force. The task force may, at its |
20 | | discretion, examine all of the issues and policies brought to |
21 | | its attention by Illinois residents and employers; but it is |
22 | | the intent of this amendatory Act of the 97th General Assembly |
23 | | that they examine 3 broad themes: stability, responsibility, |
24 | | and sustainability. With this focus, the task force shall: |
25 | | (1) suggest a blueprint for Illinois border |
26 | | communities to compete with surrounding states |

1 | | economically that will enable Illinois to put in place |
2 | | long-term solutions that will provide a stable and |
3 | | predictable economic environment; |
4 | | (2) look at the effects of the recent income and |
5 | | corporate tax increase on border community's economic |
6 | | development as well as the resulting interstate business |
7 | | climate; and |
8 | | (3) suggest new policy suggestions that will allow for |
9 | | continued economic growth in private sector industries, |
10 | | including incentives to attract new businesses as well as |
11 | | changes to our tax code. |
12 | | (c) This Section is repealed on July 1, 2012.

13 | | Section 99. Effective date. This Act takes effect upon |
14 | | becoming law.".
