2 | | The members of the task force shall serve without |
3 | | compensation, but shall be reimbursed for their reasonable and |
4 | | necessary expenses from appropriations to the Department of |
5 | | Commerce and Economic Opportunity for that purpose. |
6 | | Reimbursement for travel expenses shall be subject to the rules |
7 | | of the appropriate travel control board. |
8 | | The members of the task force shall meet initially at the |
9 | | call of the Governor, shall select one member as chairperson at |
10 | | its initial meeting, and shall thereafter meet at the call of |
11 | | the chairperson. |
12 | | The Department of Commerce and Economic Opportunity shall |
13 | | provide administrative and other support to the task force. |
14 | | (b) The Border Community Task Force shall file a report by |
15 | | October 1, 2011, to the Governor and the General Assembly on |
16 | | the findings of the task force. The task force may, at its |
17 | | discretion, examine all of the issues and policies brought to |
18 | | its attention by Illinois residents and employers; but it is |
19 | | the intent of this amendatory Act of the 97th General Assembly |
20 | | that they examine 3 broad themes: stability, responsibility, |
21 | | and sustainability. With this focus, the task force shall: |
22 | | (1) suggest a blueprint for Illinois border |
23 | | communities to compete with surrounding states |
24 | | economically that will enable Illinois to put in place |
25 | | long-term solutions that will provide a stable and |
26 | | predictable economic environment; |

1 | | (2) look at the effects of the recent income and |
2 | | corporate tax increase on border community's economic |
3 | | development as well as the resulting interstate business |
4 | | climate; and |
5 | | (3) suggest new policy suggestions that will allow for |
6 | | continued economic growth in private sector industries, |
7 | | including incentives to attract new businesses as well as |
8 | | changes to our tax code. |
9 | | (c) This Section is repealed on July 1, 2012.

10 | | Section 99. Effective date. This Act takes effect upon |
11 | | becoming law.
