Amends the Election Code. Provides that any person being paid or compensated for the circulation of nominating petitions must register with the State Board of Elections. Provides that, to be eligible to register, an individual must (i) be a United States citizen, (ii) be at least 18 years of age, (iii) provide 2 forms of identification, and (iv) complete a one-hour training seminar. Requires the State Board of Elections to list electronically all individuals registered. Effective immediately.

1 | | AN ACT concerning elections.
|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Election Code is amended by adding Section |
5 | | 1-4.5 as follows: |
6 | | (10 ILCS 5/1-4.5 new) |
7 | | Sec. 1-4.5. Circulation of nominating petitions for |
8 | | compensation. |
9 | | (a) Any person who is paid or compensated for the |
10 | | circulation of nominating petitions must register with the |
11 | | State Board of Elections. To be eligible to register, an |
12 | | individual must (i) be a United States citizen, (ii) be at |
13 | | least 18 years of age, (iii) provide 2 forms of identification, |
14 | | and (iv) complete a one-hour training seminar. The State Board |
15 | | of Elections shall adopt rules as to the development of the |
16 | | training seminar. |
17 | | (b) The State Board of Elections shall list electronically |
18 | | all individuals registered under this Section.

19 | | Section 99. Effective date. This Act takes effect upon |
20 | | becoming law.
