|
2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 5. The Illinois Vehicle Code is amended by changing |
5 | | Sections 3-651, 3-666, 3-667, 3-668, 3-669, 3-676, 3-677, |
6 | | 3-681, 3-686, 3-688, and 3-689 (as added by Public Act 96-1408) |
7 | | as follows:

8 | | (625 ILCS 5/3-651)
|
9 | | Sec. 3-651. U.S.
Marine Corps license plates. |
10 | | (a) In addition to any other special license plate, the |
11 | | Secretary, upon
receipt of all applicable fees and applications |
12 | | made in the form prescribed by
the Secretary of State, may |
13 | | issue special registration plates designated as
U.S. Marine |
14 | | Corps license plates to residents of Illinois who meet |
15 | | eligibility
requirements prescribed by the Secretary of State. |
16 | | The special plate issued
under this Section shall be affixed |
17 | | only to passenger vehicles of the first
division, motorcycles, |
18 | | motor vehicles of the second
division weighing not more than |
19 | | 8,000 pounds, and recreational vehicles as
defined by Section |
20 | | 1-169 of this Code. Plates issued under this Section shall
|
21 | | expire according to the staggered multi-year procedure |
22 | | established by Section
3-414.1 of this Code.
|
23 | | (b) The design, color, and format of the plates shall be |

within the discretion of the Secretary of State, except |
2 | | that the U.S. Marine
Corps emblem shall appear on the plates. |
3 | | The Secretary may, in his or
her discretion, allow the plates |
4 | | to be issued as vanity or personalized plates
in accordance |
5 | | with Section 3-405.1 of this Code. The plates are not required
|
6 | | to designate "Land Of Lincoln", as prescribed in subsection (b) |
7 | | of Section
3-412 of this Code. The Secretary shall prescribe |
8 | | the eligibility requirements
and, in his or her discretion, |
9 | | shall approve and prescribe stickers or decals
as provided |
10 | | under Section 3-412.
|
11 | | (c) An applicant shall be charged a $5 $20 fee for original |
12 | | issuance in
addition to the applicable registration fee. This |
13 | | additional fee Of this additional fee, $15
shall be deposited |
14 | | into the Secretary of State Special License Plate Fund
and $5 |
15 | | shall be deposited into the Marine Corps Scholarship Fund. For |
16 | | each
registration renewal period, an $18 a $20 fee, in addition |
17 | | to the appropriate
registration fee, shall be charged. This |
18 | | additional fee Of this additional fee, $2 shall be
deposited |
19 | | into the Secretary of State Special License Plate Fund and $18
|
20 | | shall be deposited into the Marine Corps Scholarship Fund.
|
21 | | (d) The Marine Corps Scholarship Fund is created as a |
22 | | special fund in
the State treasury. All moneys in the Marine |
23 | | Corps Scholarship Fund shall,
subject to appropriation by the |
24 | | General Assembly and approval by the Secretary,
be used by the |
25 | | Marine Corps Scholarship Foundation, Inc., a recognized
|
26 | | charitable organization that meets the requirements of Title |

1 | | 26,
Section 501(c)(3) of the United States Code, to provide |
2 | | grants for
scholarships for higher education. The scholarship |
3 | | recipients must be the
children of current or former members of |
4 | | the United States Marine Corps
who meet the academic, |
5 | | financial, and other requirements established by the
Marine |
6 | | Corps Scholarship Foundation. In addition, the recipients must |
7 | | be
Illinois residents and must attend a college or university |
8 | | located
within the State of Illinois.
|
9 | | The State Treasurer shall require the Marine Corps |
10 | | Scholarship
Foundation to establish a separate account for |
11 | | receipt of the proceeds of the
Marine Corps Scholarship Fund. |
12 | | That account shall be subject to audit either
annually or at |
13 | | another interval, as determined by the State Treasurer.

14 | | Proceeds from the Marine Corps Scholarship Fund shall be |
15 | | transferred on a
quarterly basis by the State Treasurer's |
16 | | office to this separate account.

21 | | (a) In addition to any other special license

multi-year procedure |
6 | | established by Section 3-414.1 of this Code. |
7 | | (b) The design, color, and format of the plates shall be |
8 | | wholly
within the discretion of the Secretary of State. The |
9 | | Secretary may, in his or

discretion, allow the plates to be |
10 | | issued as vanity or personalized plates in
accordance
with |
11 | | Section 3-405.1 of this Code. The plates are not required to

and who has been approved for |
4 | | benefits under the Senior Citizens and Disabled
Persons |
5 | | Property Tax Relief and Pharmaceutical Assistance Act shall pay
|
6 | | the original issuance and the regular annual fee for the |
7 | | registration of the
vehicle as provided in Section 3-806.3 of |
8 | | this Code in addition to the fees
specified in subsection (c) |
9 | | of this Section.

12 | | Sec. 3-668. Iraq Campaign license plates. |
13 | | (a) In addition to any other special license plate, the |

17 | | have earned the Iraq Campaign Medal from the United States |

20 | | first division, motorcycles, and
motor vehicles of the second |
21 | | division weighing not more than 8,000 pounds.

8 | | 8,000 pounds.

accordance with |
7 | | Section 3-405.1 of this Code. The plates are not required to

6 | | division, motorcycles, and motor vehicles of the second |
7 | | division weighing not more than 8,000 pounds. Plates issued |
8 | | under this Section shall expire according to the staggered |
9 | | multi-year procedure established by Section 3-414.1 of this |
10 | | Code. |

6 | | Illinois who meet eligibility requirements prescribed by the |
7 | | Secretary of State. The special Operation Iraqi Freedom plate |
8 | | issued under this Section shall be affixed only to passenger |
9 | | vehicles of the first division, motorcycles, and motor vehicles |
10 | | of the second division weighing not more than 8,000 pounds. |
11 | | Plates issued under this Section shall expire according to the |
12 | | staggered multi-year procedure established by Section 3-414.1 |
13 | | of this Code. |
