Creates the Electric Vehicle Adoption Act. Authorizes the Governor to appoint an Electric Vehicle Coordinator for the State of Illinois who will act as the point person for electric vehicle related policies and activities in the State. Creates the Illinois Electric Vehicle Advisory Council to investigate and recommend strategies that the Governor and the General Assembly may implement to promote the use of electric vehicles, including, but not limited to, potential infrastructure improvements, State and local regulatory streamlining, and changes to electric utility rates and tariffs. Specifies the composition of the Council. Defines "Coordinator", "Council", and "electric vehicle". Effective immediately.

1 | | AN ACT concerning electric vehicles.

2 | | Be it enacted by the People of the State of Illinois,
|
3 | | represented in the General Assembly:
|
4 | | Section 1. Short title. This Act may be cited as the |
5 | | Electric Vehicle Adoption Act. |
6 | | Section 5. Findings. The General Assembly finds that the |
7 | | adoption and use of electric vehicles would benefit the State |
8 | | of Illinois by (i) improving the health and environmental |
9 | | quality of the residents of Illinois through reduced pollution, |
10 | | (ii) reducing the operating costs of vehicle transportation, |
11 | | and (iii) shifting the demand for imported petroleum to locally |
12 | | produced electricity. |
13 | | Section 10. Definitions. |
14 | | "Coordinator" means the Electric Vehicle Coordinator |
15 | | created in Section 20. |
16 | | "Council" means the Electric Vehicle Advisory Council |
17 | | created in Section 25. |
18 | | "Electric vehicle" means (i) a battery-powered electric |
19 | | vehicle operated solely by electricity or (ii) a plug-in hybrid |
20 | | electric vehicle that operates on electricity and gasoline and |
21 | | has a battery that can be recharged from an external source. |
